This detail is not to exceed 120 days, with possibility of non-competitive permanent appointment. The Supervisory Pharmacist partners with the Associate Chief of Pharmacy Operations and, in their absence, is responsible for inpatient and outpatient Pharmacy Service Programs. Supervises pharmacists and pharmacy technicians in both the inpatient and outpatient settings; advises staff on questions and concerns with inpatient, outpatient and care in the community and works directly with Veterans.

Duties

Assist the Chief, Pharmacy service in performing the administrative and personnel management functions relative to staff supervised. Assist the Associate Chief of Clinical pharmacy services in supervision, compliance and enforcement of clinical practice guidelines regarding outpatient prescription entry and drug procurement. Assist the Chief, Pharmacy service in establishing guidelines and performance expectations for professional staff. Ensure that employees meet performance standards and competencies and identifies areas for improvement as needed. Coordinate staffing and assess workload shifts throughout the day for maximum efficiency of FTE hours. Develop and establish policies and procedures defining operational requirements. Assist Chief of Pharmacy to ensure compliance with all regulatory and accrediting body requirements. Represent Pharmacy Service at all meetings and committees. Assist with pharmacy activities related to Fee Basis. Assist the procurement team with automated dispensing cabinets. Maintain and promote inventory management systems. Basic Requirements: United States Citizenship: You must be a US Citizen and be proficient in spoken and written English. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. EDUCATION: You must be a Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. OR You must be a Graduate of a foreign pharmacy degree programs that meet the educational requirement and able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL IBT). LICENSURE: You must possess a current, full, active, and unrestricted license to practice pharmacy in a State, Territory or Common wealth (i.e., Puerto Rico) of the United States, or in the District of Columbia. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). GS-13 Grade Determinations: Experience. Must have 1 year of experience equivalent to the GS-12 grade level. Assignments. Candidates at this grade level are responsible for the professional and administrative management of an assigned area in pharmacy service, to include budgetary execution. Such individuals have responsibilities for supervising multiple pharmacists and technicians. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. Develops policies and procedures relative to their assigned area. Pharmacists assigned to this position must demonstrate the following KSAs: a. Ability to effectively supervise subordinate staff. b. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. c. Expert understanding of regulatory and quality standards pertaining to pharmacy. d. Skill in managing people or programs. References: VA HANDBOOK 5005, PART II, APPENDIX G15 LICENSED PHARMACIST QUALIFICATION STANDARD The full performance level of this vacancy is GS-13. Physical Requirements: The work environment involves everyday risks or discomforts, which requires that employee follows safety practices and regulations. The employee works in close proximity to patients, and is therefore, exposed to communicable diseases. The employee works with patients/customers and may be exposed to individuals under the influence of alcohol/drugs, may be mentally impaired and verbal abuse may be experienced.
