This vacancy is for a Security Specialist in the Office of the Secretary within the Department of Commerce, Office of Intelligence and Security, Office of Security. The position is available in Washington, DC. Duties

As a Security Specialist, you will perform the following duties: Serve as subject matter expert on the application and use of security countermeasures, such as Electronic Security Systems (ESS) (i.e., Physical Access Control Systems, Video Surveillance Systems, and Intrusion Detection Systems). Oversee the development and implementation of department-wide physical security standards. Support the Facility Security Assessment (FSA) Program and risk management process. Serve as subject matter expert for the Homeland Security Presidential Directive-12 (HSPD-12) PIV/CAC credentialing program to enhance the office's Identity and Access Management (IAM) program and overall Federal Identity Credentialing & Access Management (FICAM) implementation and to interface with Department Chief Information Officer personnel on programs. Support policy development and implementation for physical security matters. Review, coordinate, and provide technical editing annually on security policies, procedures, and training presentations. Manage training programs and serve as an in-house trainer to ensure greater consistency and improved customer service. Assist with the Foreign Access Management (FAM) Program to mitigate identified foreign access risks to the Department by applying appropriate resources to non-financial internal controls. Assist with the overall development and implementation of the Department Research Security Program to identify foreign access threats, vulnerabilities, and risks, and proactively mitigate these through intradepartmental and interagency communication and coordination. Assist with continuity/emergency preparedness and Sensitive Compartmented Information Facility (SCIF) management. Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This position is being filled under the DOC Alternative Personnel System (CAPS). The system replaced the Federal GS pay plan structure. Under CAPS, positions are classified by career, pay plan, and pay band. Non supervisory positions cap out at interval 3 of the band. The ZA-4 is equivalent to the GS-13/14 grade levels To qualify at the ZA-04 level, you must possess one full year (52 weeks) of specialized experience equivalent to the ZA-03 or GS-12 in the Federal service. SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the ZA-03 level in the Federal service. Specialized experience is defined as: Developing, evaluating, and implementing security policies, procedures, and standards pertaining to physical security; Providing support and guidance for security activities and programs; Working to ensure security policies and programs are in compliance with orders and directives; and Advising customers and leadership on security policies, procedures, and regulations.
