As a Management & Program Analyst you will be performing planning, budgeting, coordinating, operational and acquisition lifecycle activities in support of the HR information systems and projects. The incumbents shall perform budget and acquisition lifecycle analytical and evaluative work to assess and improve complex processes and systems associated with the procurement, sustainment, and funding of automated GEHRIS information systems.
Duties
Multi-task with multiple procurements under development, requiring significant coordination and monitoring of established timeframes for each initiative, and maintaining organizational structure to meet established deliverables.
Advise on preparation, development, and solicitation documents after completing analysis. Contributes to, and conducts analyses and studies, develops requirements and specifications, and provides for overall project coordination and planning.
Assist in the planning, development, implementation, coordination, and evaluation of milestones for acquisitions.
Follow guidelines of all applicable laws include United States Code, applicable Public Laws, the Code of Federal Regulations, Federal Acquisition Regulation, Veterans Affairs Acquisition Regulation, and other statutory instruments
Market research and Independent Government Cost Estimates, within-Scope justifications, Justifications and Approvals, Best Value Determinations, and other acquisition documentation as deemed necessary.
Utilize methods of contracting and selection factors to plan acquisition strategies to procure complex requirement.

GS-13
To qualify applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Leading large budget and acquisition programs. (2) Developing acquisition strategies. (3) Knowledge of procurement/purchase card principals and concepts. AND (4) Knowledge of Business Process re-engineering.
Education
There is no educational substitution for the GS-13 level.
