This position is part of the Office of Intelligence and Counterintelligence, Department of Energy. As a Security Specialist, you will be responsible for intelligence security oversight for the Department of Energy (DOE), ensures a secure environment for intelligence information in support of DOE and other National Security programs and policies.
Duties
This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.
At the full performance level GS-13, Security Specialist, you will:
Review, analyze, and assess proposed orders, plans and guidelines relative to the safeguards and security efforts to determine requirements and the impact on current or planned DOE Operations.
Identify training requirements to meet Departmental and National policy objectives of safeguarding classified information, nuclear material, conduct of inspections/surveys, assessments and inspection of organization and contractor facilities, and equipment.
Share with and transfers successful internal organizational approaches and techniques to other agencies when requested to improve the overall security posture of the Federal Government.
Identify the weaknesses and strengths in protection strategies; and provide consultation regarding physical security protection matters with Departmental elements and with other federal/state/tribal/international organizations.
Provide input as required regarding policy aspects of field surveys, external assessments, and/or security plans and self-assessments.
Perform research and assists in preparing recommendations to improve the capability of the Safeguards and Security Policy in developing accurate threat assessments of malevolent activity directed against Departmental assets.

- This position has been designated as Special-Sensitive (High Risk) and requires a security clearance at the Q level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
- In addition, the incumbent is required to obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty; failure to do so may result in separation from federal service.
- The incumbent is required to complete an initial Counterintelligence (CI) evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
- This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 4 days per pay period.
- Limited telework may be available based upon mission requirements of the position.
- Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.
- This position is not included in a Bargaining Unit.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following
Assisting with implementing Standard Operating Procedures for Sensitive Compartmented Information Facilities related to physical and technical security.
Conducting inspections, inquiries or assessments for Sensitive Compartmented Information Facilities.
Recognizing security violations to determine the appropriate corrective actions to prevent recurrence.
Reviewing personnel security actions relating to Sensitive Compartmented Information (SCI) or Restricted Data for determination of eligibility for access.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
