The incumbent will serve as a Veterans Service Representative (Authorizer) at a VA Regional Office. The incumbent of this position will adjudicate claims, authorize payments, and input data necessary to generate the award and notification letter to the veteran describing the decision and the reason for it.

Duties

Serves as the primary point of contact for all promulgating VSRs. Reviews and Finalize authorization of awards, terminates, authorize or disallows benefits pay on unusually complex claims. Reviews amount of award resulting from RVSR's formal determination. Provides second signature on highly complex authorization claims or high level administrative decisions. Analyzes and makes administrative decisions and special determinations on military service claims. Analyzes and explains final complex decisions to veterans. Prepares statement of the case on authorization appeals. Assists in the development and mentoring of VSR trainees. Analyzes workload composition and develops strategies to accomplish work. Accurately reviews mail evidence, takes the appropriate action and/or routes to the appropriate team. Authorize and issue decisions on complex and sensitive claims that require technical accuracy. Prepares correspondence request to Members of congress and special interest groups. Work Schedule: Regular office hours; Alternate work schedules are available Title/PD#: VSR Authorizer / PD 02105A

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/26/2024. Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience. Time-In-Grade Restrictions: Applicants who held a General Schedule (GS) position under non-temporary appointment in the competitive or excepted service in the executive branch in the past 52 weeks must also meet Time-In-Grade requirements. For a GS-11 position you must have served 52 weeks at the GS-10 grade level (or equivalent). To support your claim of Time-In-Grade, you must submit your most recent Appointment, Promotion, or Within Grade Increase SF-50 (do not submit an Award or General/Pay Adjustment SF-50 ). Individual Occupational Requirements: This position does not have an Office of Personnel Management (OPM) Individual Occupational Requirements (IOR). Specialized Experience: Applicant must have one year of specialized experience equivalent to at least the next lower grade (GS-10) in the normal line of progression for the occupation in the organization. Specialized experience includes but is not limited to experience that: Demonstrates competence in adjudicating and authorizing veterans' claims. Experience in the development, examination, investigation, adjudication, and authorization of claims for disability compensation, disability pension, death compensation, death pension benefits, life insurance benefits, etc. Such experience is to be substantive and relevant and may have been gained in the practice of law or working with a Federal or state agency, insurance company, retirement, disability, or insurance program. OR Education: Or applicants may substitute education for the experience required to qualify at the GS-11 level: You must have at least a Ph.D. or equivalent doctoral degree or have completed 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., IF RELATED. One year of full-time graduate education is normally determined by the school you attended. If that number cannot be determined, 18 semester hours should be considered equivalent to one academic year of graduate study. Part-time graduate education is creditable on a pro-rated basis. If you qualify based on your education, you must upload or fax a copy of your college transcript along with your application. If you are selected for the position, an official college transcript(s) will be required at your start date. OR Combination of Education and Experience: Or applicants can combine education and specialized experience to qualify for the position. If you have some, but not all, of the graduate education AND specialized experience described above, you may still qualify by combining the amount of creditable education and experience that you do have. To do so, first calculate the percentage of qualifying education you have as a percentage of the education required. Next, calculate the percentage of specialized experience you have as a percentage of the experience required. Then, add the two percentages. The total percentage must equal at least 100% for you to qualify for the position at the GS-11 grade level. If you qualify based on a combination of graduate education and specialized experience, you must submit a copy of your official college transcript with your application.
