You will serve as a Contract Specialist in the Contracting Department at PSNS and IMF.
Salary Range:
GS-07: $54,896 - $71,366
GS-09: $67,147 - $87,291
Duties
You will provide assistance in the development of contractually acceptable specifications, work statements, and quality assurance criteria.
You will develop the procurement plan considering a wide variety of issues such as funding, the results of market analysis, delivery requirements, government furnished property, etc., depending on the complexity of the specific procurement.
You will determine the responsibility of the contractor using evaluations requested of authorized experts and/or based on other records.
You will participate in the market research and conduct of required pre-proposal and pre-award surveys, conferences, and other events.
You will participate as a negotiating team member, providing assistance to the chief negotiator as required, such as the performance of analysis or fact-finding under extremely tight deadlines.
You will perform tasks in support of contract administration and termination such as the preparation of recommendations with all supporting documentation for resolution of contractor protests.
You will recommend acceptance or rejection of waivers and deviations and approval/disapproval of contractor partial payment requests.
You will attend a variety of DOD/DON mandatory contracting courses and other Command training to meet the requirements of DOD/ DON and NAVSEA.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional contract specialist performing contracting services (to include but not limited to: awarding, administrating, negotiating, terminating, and close out) for various types of cost and fixed price contracts in support of minor to complex ship repair contracts.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional contract specialist assisting with contracting services (to include but not limited to: awarding, administrating, negotiating, terminating, and close out) for various types of cost and fixed price contracts in support of ship repair contracts.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
GS-09
In lieu of specialized experience, you may qualify for the GS-09 Grade Level with the following education or combination of both education and experience:
Successful completion of a master's or equivalent graduate degree.
