This position is part of the Office of Energy Efficiency and Renewable Energy - Headquarters, Department of Energy. As a Management and Program Analyst, you will serve as a Staffing Liaison, supporting, analyzing, and evaluating the effectiveness and efficiency with which the EERE Workforce Management Office organizes and carries out its human resources mission.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
GS-12 grade level: You must have one year of specialized experience equivalent to the next lower grade (GS-11).
Review and maintain standard operating procedures (SOP) related to various processes within the recruitment, staffing, onboarding, offboarding, and other program areas. AND
Prepare briefing materials, reports, presentations, and/or feedback relating to staffing and onboarding and offboarding processes and activities; AND
Maintain and track human resources related data across multiple systems and databases. AND
Interpret human resource policy, directives, and procedures, and provide guidance to hiring managers on recruitment, advance in hire, incentives, and onboarding and offboarding
GS-13 grade level: You must have one year of specialized experience equivalent to the next lower grade (GS-12)
Interpret human resource policy, directives, procedures, and guidance, and work directly with hiring managers, supervisors, and office directors to recommended short- and long-term staffing and recruitment strategies to align with stakeholder office program mission goals. AND
Assess human resources data tracking systems and databases to identify opportunities to improve data continuity and data management processes and enhancements/changes to system requirements. AND
Provide talent acquisition guidance and coordination support to hiring managers for internships, fellowships, and other special hiring authorities and programs; AND
Interpret human resource policy, directives, procedures, and guidance to develop and/or update standard operating procedures (SOP) related to various processes and procedures within the recruitment, staffing, onboarding, offboarding, and/or other human resources program areas.

You will receive credit for all qualifying experience, including volunteer experience.
