The position is vital within the ORD and the facilities where research programs are conducted. The position is fully responsible to ensure database development, coordination, and technical management in a comprehensive research setting, providing day-to-day data management and site support for the VA Research Program.

Duties

This is a bargaining unit position. Work Schedule: Full-Time, Monday - Friday, 8:00am - 4:30pm, Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. At the GS-12 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-09. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Promotion is not guaranteed and no promise of promotion is implied. Major Duties: Works with individual investigators to conceptually develop databases, data collection and data extraction tools specifically for each project. Sets and maintains data management systems using tools such as R,SAS, and SQL. Implements data collection and monitoring including cleaning data and preparing data files for analysis. Participates in data management including data and preparing data files for analysis. Serves as data project manager for single and multi-site research studies. Develops procedures and criteria for the administration for the health services research databases Follows all established Information Security Policies and Procedures.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/28/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Selective Placement Factors: Due to the complexity of the statistical operations in research and constant evolution and innovation, these Selective Placement Factors are required: Experience using programming skills, statistics, machine learning, artificial intelligence, data visualization and critical thinking skills in the evaluation and selection of statistical techniques. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized experience includes demonstrated experience with conducting, analyzing, translating, and disseminating selected portions of the Research Service studies; communicating with key stakeholders to determine project requirements and objectives; creating graphs, charts or other visualizations to convey the results of data analysis using specialized software and creating forms or databases to monitor project activities; developing and testing innovative care models and health systems interventions: data collection process for all phases, data entry, survey follow-up and database maintenance: implementing and tracking intervention procedures and reporting of audit/feedback data: have experience and expertise in VA and federal policy, guidelines and regulations related to health services research. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree. OR, Combination: Applicants may also combine education and experience to qualify at this level. When combining education with experience, first determine the applicant's total qualifying education as a percentage of the education required for the grade level; then determine the applicant's experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. You will be rated on the following Competencies for this position: Data Systems Mathematical Reasoning Research Analytical Reasoning Computer Skills Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Typically, the position sits comfortably to do work, works at a computer screen for long periods of time, and interacts with other sites via phone and email. Position needs to have good manual dexterity and eyesight.
