This position is located in the Department of Health and Human Services, Office of Minority Health, located in Rockville, Maryland.

Duties

As a Management and Program Analyst (Tribal Affairs Leader) you may perform the following duties: Serves as a senior advisor to the Deputy Assistant Secretary for Minority Health (DASMH) and other HHS leaders on activities related to federally recognized Tribes. Provides recommendations on the development of legislative, regulatory, and budgetary proposals related to OMH Tribal affairs activities. Supports the DASMH's engagement with federally recognized Tribes and urban Indian organizations, consistent with Federal policies and practices, to include leading programmatic and logistical aspects of OMH and other HHS Tribal consultations and listening sessions. Leads the drafting of legislative proposals, policy briefs, white papers, or reports to inform OMH, other HHS leaders and stakeholders. Maintains a detailed awareness of HHS and other Federal policies that impact Tribal populations. Research and analyzes the complex impact of Federal policies and programs on health care access and outcomes for Tribal populations to inform OMH and HHS policy and program efforts.

Qualifications

Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below. Specialized Experience: GS-14: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: Developing an integrated program plan that considers data, policy, communication and other strategies using knowledge of Tribal-related policies and law; Administrating one or more important programs impacting American Indian/Alaska Native populations; Serving as a subject matter expert in support of team members' efforts to plan, organize, and implement Tribal-related policy and program activities; Providing technical authoritative expertise to management officials on administrative issues utilizing qualitative and quantitative analytical skills to support policy and/or program implementation and administration. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
