This position is located in the Office of Information Technology, Edgar Development and Operations Branch within Solutions Delivery. The ideal candidate has strong technical skills and experience managing competing priorities and time sensitive work activities.
Duties

Serve as a technical lead for projects using wide variety of technologies, involving secure development and modernization of external- facing, web-based information systems.
Lead efforts in remediation of security vulnerabilities and POAMs identified by OIT Security during development lifecycle and/or annual assessments.. Provide technical leadership to maintain oversight of program initiation, execution, management, closure, training & metrics; facilitate compliance with SEC Delivery Framework.
Perform a broad range of assignments as the functional expert in assigned areas of responsibility. Participate with branch chief in setting program goals and establishing priorities to support the SEC information technology mission and the branch's mission; to include development of processes/procedures and the identification & implementation of process/procedure improvements. Identify and propose more efficient and utilization of the services, and ensures the most current, state-of-the-art equipment, systems, and services are provided.
Develop requirements, statements of work, statements of objectives, source selection plans, technical evaluation factors and plans, business evaluation plans, independent government cost estimates (IGCE), price negotiation memoranda and best value comparisons.
Develop detailed project plans, conduct comprehensive IT studies dealing with process measurement, methods and procedures, and/orbenchmarking, to identify problems and propose solutions to improve operations.

Time-in-grade for this announcement is one year at the GS/SK-13 level.
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement.
SK-14: Applicant must have at least one year of specialized experience equivalent to the GS/SK-13 level: I have at least one year of specialized experience equivalent to the GS/SK-13: 1) Participating in secure development and modernization of information systems, AND 2) Participating as a member of an Agile delivery team.
