Qualifications

To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective GS-15 grade level in which you are applying. Applicants must demonstrate that they meet the Basic Requirements AND Minimum Qualification requirements as listed below. BASIC REQUIREMENTS: This standard allows eligibility through meeting the requirements specified in the section titled Experience. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. GS-05 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. 1. Attention to Detail- Is thorough when performing work and conscientious about attending to detail. 2. Customer Service- Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit procedures, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication- Expresses information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving- Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations and the ability to supervise others competency. AND Specialized Experience for GS-7(or equivalent) and above require one year of specialized experience at the next lower grade GS-14 (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/ knowledge, skills, and abilities to successfully, perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled. IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE, YOU MUST ALSO MEET THE FOLLOWING MINIMUM QUALIFICATIONS: You qualify for the GS-15 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-14 grade level (or equivalent) in the Federal service or if outside the Federal service performing the following duties: Developing and conducting comprehensive risk assessments and decision support processes that involve modeling and simulation, vulnerability/consequence analysis, analytic production, risk prioritization frameworks or similar activities in the context of general risk analysis and deriving data driven outcomes; Adhering to organizational (to include budget) and program management theories, principles and techniques including change management and/or organizational process and culture improvements; Administering skills in program and/or project management, with ability to work cooperatively with partners and achieve consensus, evaluating trends and their effects on the mission to achieve strategic metrics, and making and implementing recommendations for significant program improvements; AND Supervising others to achieve organizational goals and outcomes, including setting priorities, motivating staff, establishing strategic mission and vision, tracking and managing progress towards identified objectives, and evaluating performance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement.
