This position is located at Oscar G. Johnson VA Medical Center (585) - a Level 3 Complexity VHA Facility. The primary purpose of the position is to perform administrative functions that include budget, finance, space planning, property management, supply, general administration management, as well as ensuring for administrative continuity and support within the Pharmacy Service. The position reports directly to the Chief of Pharmacy. Salary Ranges GS-7: $49,025 - $63,733 GS-9: $59,966 - $77,955

Duties

Major Duties: The incumbent independently directs and manages the office operations functions of the entire Pharmacy Service and is responsible for personnel management, control and requisition of equipment, reports, flow and timeliness of work, and adherence to manuals and Medical Center policies to facilitate the professional staff in their accomplishment of the patient care mission. Incumbent will report directly to the Chief of Pharmacy and will have responsibility for developing and implementing all administrative procedures within the service. This includes assisting the Pharmacy Service management team to ensure compliance with national and VA requirements to include, but not limited to, the Office of the Inspector General, The Joint Commission, DEA requirements, ASHP Residency Accreditation, and visits by Veteran Service Organizations. Directs administrative support services to ensure that inquiries, correspondence, and actions for the area of responsibility are addressed appropriately. Develops information papers and correspondence on wide variety of administrative functions. Reviews and evaluates completed staff actions for overall quality of the document, appropriate levels of coordination, consistency, logic, soundness of recommendations, and compliance with policy. Analyzes management plans to determine the impact on administrative process. Incumbent acts as the liaison with the facility Human Resources Management Service concerning personnel-related matters. Assists the Chief(s) of Service to ensure employees are compliant with established policies and programs; calls attention to problems that require HR office intervention or correction; provides advice on issues concerning federal and agency personnel processes and procedures and solving complex personnel related issues. Assists managers and staff in projecting staffing needs, writing position descriptions and/or functional statements, developing job analyses, preparing performance plans and appraisals/competencies, processing training requests, and drafting disciplinary and adverse actions. Coordinate's submission of performance reviews and proficiency reports. Maintains appropriate personnel files per facility/agency policy. Updates and maintains the service's organizational/functional, staffing charts and emergency call back lists: Ensures that performance ratings are submitted in a timely manner in accordance with regulatory guidelines. Works with HR providing direction, guidance and assistance with documentation and process to Pharmacy Service supervisory staff in all disciplinary, accommodation, and EEO matters. Exercises HR responsibility by initiating requests for recruitment, complying with EEO objectives, and maintaining accurate and current functional descriptions and position descriptions. Prepares and advises the preparation of board actions for both the Pharmacist and Technician Professional Standards Boards. Manages clinical pertinence reviews for pharmacists on a bi-annual basis and provides rebuttals to committee for review. Works with the Pharmacy management team, serving as the coordinating individual for establishment and maintenance of pharmacist scopes of practice Coordinate's equipment requests and collects for review by the management team for submission to the Great Lakes Acquisition Center (GLAC). Has overall responsibility for ensuring that travel and reimbursements are made in an accurate and timely manner and in accordance with VA travel policies. Provides education and approvals for Pharmacy staff regarding the submission of travel and education requests. Represents Pharmacy Service on administrative issues. Maintains a professional working relationship with the office of the Director, Chief of Staff and Clinical and Administrative Services. Serves as the contact person and represents Pharmacy Service with Academic affiliates and training programs with area colleges and universities. Administratively supports the Pharmacy Service ASHP accredited PGY-1 and PGY-2 Residency programs as applicable. Serves as the contact person and represents Pharmacy Service with outside professional organizations on any administrative issues, including Pharmaceutical Company Representatives. Other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: GS-7 GRADE REQUIREMENTS: Must have one of the following: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with timekeeping, directs and coordinates administrative, operational, logistical, equipment property, human resource management (projecting staffing needs, write position descriptions, functional statements, develop job analysis), and facility space requirements, assisting with budgeting and financial management of the service; provides advice to management on budgetary and finance issues (budget development, forecast budgetary needs for funding programs, cost accounting), reports management, data processing and planning, resource management and allocation, ability to clearly and concisely communicate, through both formal and informal written and verbal communications in the form of reports, technical papers, and briefings, data collection and analyzing, program evaluation and performance improvement of the overall administrative and operational functions. Compiles and prepares weekly, monthly, quarterly, and annual schedules, calendars, and reports related to the tracking of projects. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement if related. (TRANSCRIPT REQUIRED) OR, COMBINATION: Applicants may also combine education and experience to qualify at this level. completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education beyond a bachelor's degree may be used to qualify applicants for the GS-07 level. (TRANSCRIPT REQUIRED) GS-9 GRADE REQUIREMENTS: Must have one of the following: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: In addition to the specialized experience required at the GS-07 level. Knowledge of administrative regulations and operating procedures plus skill in applying fact finding and work measurement techniques to evaluate clerical and administrative processes. Knowledge and skill in applying analytical techniques and evaluative methods to resolve issues or problems of a procedural nature. The issues or problems deal with readily observable conditions, written guidelines covering work methods and procedures such as performance and production standards, and information of a factual nature. Skill in evaluating and recommending ways to improve the utilization of available resources and improve administrative management services. Skill in the identification, analytical reasoning and the resolution of problems associated with budget, manpower and personnel as a result of special studies and projects to evaluate, provide guidance, justify expenditures/changes, and initiate corrective action and report program requirements. A wide knowledge of all hospital administrative principles, theories and practices is required, as well as skill in applying this knowledge to the position and problems encountered on the job. Additional knowledge of common public and private sector practices, as they relate to the position, should be present. Ability to communicate orally and in writing with a variety of individuals to obtain and provide information, to write standard operating procedures and other informational papers, to develop and provide training, and to articulate a wide range of issues to Service management, and senior leadership, if required. Firm knowledge of the operations of the Medical Center, administrative and clinical functions. Specific and technical knowledge of some services may be required by certain aspects/assignments projects. OR, EDUCATION - Have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
