Oversees and facilitates the administrative management for the Environmental Management Service. Independently develops, plans, issues, and implements procedures to comply with directives concerning administrative matters. Analyzes and evaluates problems, makes recommendations, and devises solutions to systems administration, training management, publication management, and data management within the division.

Designs and implements policies, and procedures to manage administrative and personnel related functions. Reviews and evaluates guidance on various functions and procedures, identifies problem areas, and implements or recommends actions to improve procedures and increase efficiency, eliminate problems and conform to policy requirements.
The position functions as an extension of the Chief/Assistant Chief, Environmental Management Service and professional staff, as well as other service lines, in explaining service policies and assisting staff in implementing them. Participates in regular meetings with leadership and other senior to address administrative management issues, resolve problems, and provide recommendations for correcting or improving processes and programs. Serves as the principal advisor to personnel on administrative management program issues. Compiles information prepares administrative reports for management briefing and sharing with work groups. Provide full staff assistance on administrative matters. Plays a key role for planning, organization development, direction, and evaluation of medical center administration, in support of the facility, VISN and Central Office activities.
Takes a leadership role in maintaining all current documents necessary to meet the requirements of external reviews for the VA. Ensure that Environmental Management Service meets accreditation standards for JC. Assist in preparation for various visits such as JC, IG, DHEC, etc. Attend meetings with site team members along with Chief/Assistant Chief, Environmental Management Service.
Establishes internal management control procedures to ensure adequate control in terms of deadlines, progress reports, and directives and uses own initiative in developing procedures, which will increase the general flow of information and overcome bottlenecks in the administrative process. Reviews, plans and recommends action to be taken.
Serves as the Environmental Management Service Representative overseeing the full range of human resources requirements for the organization. Performs the full range of personnel administration for the Service with varied functions and activities. Act as the liaison with the human resources office concerning personnel-related matters. Provide advice and assistance to managers and staff concerning agency personnel processes and procedures.
Acts in a confidential capacity and exercises discretion in handling and coordinating sensitive information on behalf of the Director and other management officials, to include hearing preparations; audits and investigations; disciplinary actions; attendance at management meetings where labor-management relations matters are discussed; Bargaining Unit meetings; etc.
Reviews, interprets and provides recommendations for the revision of regulatory guidelines, policies and standing operating procedures pertinent to personnel administration and all Activity operations.
Administers and oversees all aspects of personnel management within the Activity. Generates documentation for the accomplishment of all personnel management actions. Assures completeness, accuracy and adequacy of documentation and alerts supervisors and employees when further action must be taken. Prepares and submits requests for personnel actions, which includes recruitment, promotion, reassignment, disciplinary actions, etc. Manages referral lists, advises supervisors on their responsibilities, hiring procedures, interviewing procedures, and selection documentation requirements. Manages the incentive awards program.
Participate in the planning for budgeting needs and financial management for the Environmental Management Service. Assists with budget formulation, justification, and execution; financial management; and financial reporting. Provides advice to management and program personnel on budgetary and finance issues. The position aids in the management of procurement for EMS. This may include preparing procurement requests, evaluating proposals for work, acting as a COR for procurements, and/or maintaining procurement records.
The position will exercise authorizations for obligation and expenditures of funds as required. The position will act as the Dept. Action Officer. Performs other Related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. GS9

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/03/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
GS-07 Grade Level: Work performed under guidance of a supervisor.
GS-09 Grade Level: Work will be performed independently.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 for the GS-07 grade level and GS-07 for the GS-09 grade level in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized experience includes: Experience with timekeeping, directs and coordinates administrative, operational, logistical, equipment property, human resource management (projecting staffing needs, write position descriptions, functional statements, develop job analysis), and facility space requirements, assisting with budgeting and financial management of the service; provides advice to management on budgetary and finance issues (budget development, forecast budgetary needs for funding programs, cost accounting), reports management, data processing and planning, resource management and allocation, ability to clearly and concisely communicate, through both formal and informal written and verbal communications in the form of reports, technical papers, and briefings, data collection and analyzing, program evaluation and performance improvement of the overall administrative and operational functions. Compiles and prepares weekly, monthly, quarterly, and annual schedules, calendars, and reports related to the tracking of projects.

KSAs:
Knowledge of administrative regulations and operating procedures plus skill in applying fact finding and work measurement techniques to evaluate clerical and administrative processes. Knowledge and skill in applying analytical techniques and evaluative methods to resolve issues or problems of a procedural nature. The issues or problems deal with readily observable conditions, written guidelines covering work methods and procedures such as performance and production standards, and information of a factual nature.
Skill in evaluating and recommending ways to improve the utilization of available resources and improve administrative management services.
Skill in the identification, analytical reasoning and the resolution of problems associated with budget, manpower and personnel as a result of special studies and projects to evaluate, provide guidance, justify expenditures/changes, and initiate corrective action and report program requirements.
A wide knowledge of all hospital administrative principles, theories and practices is required, as well as skill in applying this knowledge to the position and problems encountered on the job. Additional knowledge of common public and private sector practices, as they relate to the position, should be present.
Ability to communicate orally and in writing with a variety of individuals to obtain and provide information, to write standard operating procedures and other informational papers, to develop and provide training, and to articulate a wide range of issues to Service management, and senior leadership, if required. Firm knowledge of the operations of the Medical Center, administrative and clinical functions. Specific and technical knowledge of some services may be required by certain aspects/assignments projects.
