This position is located in the Nutrition and Food Division at the Oscar G. Johnson Medical Center (585) - a Level 3 Complexity VHA Facility. The primary purpose of this position is to serve as the Administrative Officer (AO) for Nutrition and Food Service (N&FS) and is responsible for the Nutrition & Food Service administrative programs.

Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-9. At the GS-7 grade level, you will perform assignments of a more limited scope and with less independence. Major Duties: Administrative Management (40%): Independently develops, plans, issues and implements procedures to comply with directives concerning administrative matters. Analyzes and evaluates problems, makes recommendations, and devises solutions to systems administration, training management, publication management and data management within the division. Designs and implements policies and procedures to manage administrative and personnel related functions. Reviews and evaluates guidance on various functions and procedures, identifies problem areas and implements or recommends actions to improve procedures and increase efficiency, eliminate problems, and conform to policy requirements. Participates in regular meetings with leadership and other senior members to address administrative management issues, resolve problems and provide recommendations for correcting or improving processes and programs. Compiles information prepares administrative reports for management briefing and sharing with work groups. Establishes internal procedures to secure adequate control in terms of deadlines, progress reports and directives. Takes a leadership role in maintaining and updating Nutrition & Food Service databases and shared computer drives. Maintains all current documents necessary to meet the requirements of external reviews for the VA. Human Resources/Personnel Management (25%): Serves as the Nutrition & Food Service Representative overseeing the full range of human resources requirements for the organization. Acts as the liaison with the human resources office concerning personnel-related matters. Provides advice and assistance to managers and staff concerning agency personnel processes and procedures. Administers and oversees all aspects of personnel management within the department. Generates documentation for the accomplishment of all personnel management actions. Prepares and submits requests for personnel actions, which includes recruitment, promotion, reassignment, disciplinary actions, etc. Coordinates necessary processes to ensure new hires are smoothly transitioned into their respective organizations. Acts in a confidential capacity and exercises discretion in handling and coordinating sensitive information on behalf of the Director/Chief and other management officials, to include hearing preparations; audits and investigations; disciplinary actions; attendance at management meetings where labor-management relations matters are discussed; Bargaining Unit meetings, etc. Manages, monitors, coordinates, and provides regulatory guidance on all personnel actions, organizational structures and position management for the Service. Manages the incentive awards program. Budget and Financial Management (20%): Participates in the planning for budgeting needs and financial management for Nutrition & Food Service Attends budget calls, reviewing guidelines and instructions in order to brief managers of schedules and data requirements. Monitors balances, and status of projects and recommends reprogramming of funds as needed. Contracting Officer Representative Procurement and Supply Administration (15%): Aids in the management of procurement for Nutrition & Food Service Coordinates with Assistant Chief, N&FS/Food Production Manager to control purchasing and use of supplies. Oversees property management and prepares necessary documents to accession and de-accession of property. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/08/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-7 position you must have served 52 weeks at the GS-5.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience, GS-7: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: conducting budget and financial management, file, database and records management, coordination of activities and communication that supports service operations, coordination and tracking of human resources actions, procurement and contracting, statistical and other administrative functions. OR Education, GS-7: (TRANSCRIPTS REQUIRED) Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed 1 full year of graduate level education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work and be directly related to the duties of this position. TRANSCRIPTS REQUIRED Must have completed a 4-year course of study leading to a bachelor's degree and have superior academic achievement (S.A.A). S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled and demonstrates the knowledge, skills, and abilities necessary to do the work and be directly related to the duties of this position. TRANSCRIPTS REQUIRED. A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. 1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. 2. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of: a. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or b. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. 3. Election to membership in a national scholastic honor society. OR Combination of experience and education, GS-7: Applicants may also combine education and experience to qualify at this level. You must possess a combination of specialized experience and graduate education as described above. (TRANSCRIPTS REQUIRED) OR Specialized Experience, GS-9: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Physical exertions including stretching, reaching, and pulling or pushing carts occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets.
