The Substance Use Disorder Program Coordinator works out of the main facility. And is responsible for the management of the administrative/operations of outpatient substance use treatment and outpatient treatment/programming of Veterans receiving Substance Abuse Treatment through the Madison VA.

They will oversee the practice of the Social Work Service staff in Substance Use Disorder Program at the main facility and some CBOCs. Provides day to day management of clinical services. Duties include and are not limited to the following: Performs the administrative and personnel management function relative to staff supervised. Observes workers' performance; demonstrates and conducts work performance critiques. Resolves informal complaints and grievances. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Supervises a group of employees performing work at various GS levels. Assures that subordinates are trained and fully comply with the provisions of the safety regulations. Keeps supervisor apprised of issues and recommended solutions. Serves in a primarily administrative position with authority and responsibility for providing administrative support to the Chief of Social Work, Social Work Service and the Mental Health Service Line. Assists the Chief of Social Work to develop and monitor standards of clinical practice/standards of care for substance use disorder social work, including development of care guidelines, manuals, and guides to professional practice. Develops consistent standard operating procedures required to accomplish clinical care interventions and ensures that they are followed. Responsible for developing education materials for Social Work Service staff. Must be licensed in a state at the Licensed Clinical Social Work level and must be able to provide supervision for state licensure. Assists in planning, establishing, and implementing policies and procedures; developing individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating and overseeing the SUD social work service staff. The incumbent will assure the staff they supervise are aware of, adhere to all current directives of VHA, and meet current TJC standards, State licensure standards, CARF standards and VA-OIG expectations. Conduct ongoing reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by governing bodies. Is responsible for making decisions regarding work problems presented by subordinate social work supervisors. Incumbent collaborates with others in negotiating, deciding upon, and/or coordinating social work related changes affecting other programs. Administers information and analytical systems to evaluate and enhance the quality of service provided to patients. Develops and implements information systems to track service activities including visits, referrals, inpatient days, patient demographics, equipment utilization and patient satisfaction. Develops implements and evaluates clinical guidelines and protocols to establish appropriate utilization of services. Implements and monitors The Joint Commission (TJC) and CARF standards and coordinates with other mental health and social work accredited programs. Performs other related duties as assigned. Work Schedule: Full-Time 80 hour bi-weekly. Monday through Friday with occasional evening or weekend work. Telework: Is approved on an ad hoc, rare, case by case basis, based on the needs of the department and the Veterans we serve. Virtual: This is not a virtual position.

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Education. Have a Master's degree in Social Work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. Note: A doctoral degree in Social Work may NOT be substituted for the master's degree in Social Work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensed or certified by a state to independently practice social work at the advanced practice level which included a clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure. Grade Determinations: In addition to the basic requirements stated above, the following qualification criteria must be met for each grade. The candidate's qualifications must clearly demonstrate the level of competence required for the grade. Experience: At least two years of experience post advanced practice clinical licensure and should be in a specialized area of social work practice of which, one year must be equivalent to the GS-11 grade level. Senior social workers have experience that demonstrates possession of advanced practice skills and judgment and are experts in their specialized area of practice. Senior social workers may have certification or other post-masters training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship or equivalent supervised professional experience in a specialty. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following KSAs: Skill in a range of specialized interventions and treatment modalities used in specialty treatment programs or with special patient populations. This includes individual, group, and/or family counseling or psychotherapy and advanced level psychosocial and/or case management. Ability to incorporate complex multiple causation in differential diagnosis and treatment within approved clinical privileges or scope of practice. Knowledge in developing and implementing methods for measuring effectiveness of social work practice and services in the specialty area, utilizing outcome evaluations to improve treatment services and to design system changes. Ability to provide specialized consultation to colleagues and students on the psychosocial treatment of patients in the service delivery area, as well as role modeling effective social work practice skills. Ability to expand clinical knowledge in the social work profession, and to write policies, procedures, and/or practice guidelines pertaining to the service delivery area. Preferred Experience and Certifications Certified Substance Abuse Counselor (CSAC) is preferred, but not required.
