Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Human Resources Division, Employee and Labor Relations Branch.
The major duties of this position include but are not limited to the following:
Provides expert advice and guidance to managers on a wide range of employee performance and conduct issues.
Conducts and oversees administrative investigations and assists management in addressing allegations of workplace harassment.
Serves as management's representative for conducting day to day business with the labor organizations for the assigned organizations.
Provides policy guidance and interpretation to the staff of all organizational elements dealing with labor organizations serviced by Human Resources Division.
Provides staff level advisory services to all levels within the assigned organizations on specific and bureau/office-wide issues that impact on the employee and labor relations programs.
Salary Range Information (Per Annum): First time hires to the federal government typically start at the beginning salary in the range.
Washington, DC & Sterling, VA: $117,962- $153,354
Houston, TX: $119,254 - $155,034
Jefferson, LA: $103,409 - $134,435
Camarillo, CA: $120,246 - $156,323
Anchorage, AK: $116,811 - $151,858
Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.
BSEE has determined that the duties of this position are suitable for telework in accordance with agency policy. This is not a remote position.

Qualifications
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Serving as a consultant and advisor related to employee AND labor management relations to include discipline, adverse actions, grievances and appeals, and labor management partnerships; AND
2. Providing advice and assistance to management in negotiating with labor unions on changes in working conditions; AND
3. Developing and presenting briefings and correspondence to managers to persuasively defend ER/LR recommendations.
Must meet all three.
