Home Oxygen Visitor is a Registered Respiratory Therapist with full responsibility for the administrative and quality assurance activities of home oxygen assessments and visits to patient homes. Incumbent reports directly to the Assistant Chief of Respiratory. Registered Respiratory Therapists are under the direct supervision of the Assistant Chief of Respiratory Care, Chief of Respiratory Care, Chief of Pulmonary and are under the general supervision of the Chief of Medicine Services.

Makes recommendations for program improvement and expansion based on research and emerging knowledge and latest patient education resources Maintains a current Basis Cardiac Life Support (BLS) certification and Missouri State License Correctly documents in home visit and oxygen assessments on the Electronic Medical Record (EMR) to ensure current prescriptions are documented and renewed as needed. Participates in multi-department reviews of home oxygen patients and policies Aids in the development and regular review of policies and procedures; ensures that this program remains in compliance with existing VA policy and regulations and JCAHO standards. Monitors and evaluates the effectiveness of all the program activities through standard and innovative techniques. Assists in the expansion of department activities wherever necessary to improve patient care. Provide telephone and/or home based in-person support for questions and concerns related to the care, maintenance and effectiveness of equipment provided to patients through the Home Oxygen program. Provide telephone and/or home based in-person support for questions and concerns related to the care, maintenance and effectiveness of equipment provided to patients through the PAP program. Reviews, collects, and evaluates relevant clinical data and records treatment and progress pertinent to the patient. Performs both fundamental and advanced diagnostic procedures to include physical assessment, pertinent physical findings (age, height, weight, gender), auscultation, heart rate, respiratory rate, blood pressure, pulse oximetry. Schedules patients for home oxygen visits and documents interactions in EMR as per VA policy guidelines. Performs other duties applicable to the Cardiopulmonary Section, such as basic and advanced therapeutic procedures, emergency and acute respiratory care procedures for adult and geriatric patients, in accordance with the quality guidelines in the departmental policy and procedure manual, as needed. Meets the general competencies as outlined in the "Competency Assessment Plan" which includes the following: Knowledge of Fire/Safety/Emergency/Hazardous Material procedures Knowledge of the Medical Center Performance Improvement activities Knowledge of the appropriate responses for initiating CPR Knowledge of the principles of information management Knowledge of customer service standards and interpersonal skills Participates in the department on different committees as requested. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: RRTs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Appendix G11. License: Must possess and maintain for the duration of employment a full, current, and unrestricted license from a state to practice as an RRT Education: Must have successfully completed a respiratory care program accredited by the Commission on Accreditation for Respiratory Care (CoARC) or its successor. Credential: Persons appointed or reassigned to RRT positions in the GS-0601 series must possess and maintain for the duration of employment a valid, current, unrestricted credential of RRT. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-11: At the GS-11 level, you must have at least 1 year of experience equivalent to the next lower grade level (GS-09) that demonstrates the clinical competencies described at that level. Experience at the GS-09 level would include but not be limited to: Responsible for the following under general guidance in both inpatient and/or outpatient settings. Obtaining, interpreting, and analyzing physiological specimens and data. Consulting with physicians and other healthcare professionals to ensure quality of patient care within area of specialty. Managing and maintaining the airway and ventilation of the patient using appropriate mechanical means. Assessing and evaluating patients to determine and recommend intervention to develop and implement a plan of care, such as, implementing protocols, intubation, monitoring critical systems and uses advanced modes of ventilation. Providing outpatient services such as home ventilators, PAP therapy, oxygen therapy and COPD care. AND In addition, you must demonstrate the following knowledge, skills, and abilities (KSAs): Ability to collaboratively consult with physicians and other healthcare professionals for complex respiratory care to develop care plans to provide favorable patient outcomes. Skill in evaluating the efficacies of therapeutic modalities. Skill in performing advanced airway and ventilation management. References: VA Handbook 5005 Part II, Appendix G11, Registered Respiratory Therapist Qualification Standards. The full performance level of this vacancy is GS-11. The actual grade at which an applicant may be selected for this vacancy is in the range is GS-11. Physical Requirements: Pushing/pulling up to 45 pounds, long periods of standing, walking and sitting with some bending. Manual dexterity, good vision and depth perception required.
