About the Position: As Chief of Programs Branch, Navigation Division, you are primarily responsible for planning and programming of maintenance of all navigable waterways within the District. Work is often politically and environmentally controversial. Works under the very general direction of the Chief, Navigation Division.

Duties

Direct the preparation of plans for continuing maintenance program for authorized navigation projects. Direct preparation of detailed budget, initial prioritization of items, and execution of the program. Provides and directs accounting resources for program execution. Coordinate all aspects of the work with a wide range of affected interests, including shipping companies, port authorities, contract, industry, environmental-focused agencies, natural resource-focused agencies, higher authority. Maintain liaison with navigation interests on all problems affecting the present use of Portland District navigation projects, investigating navigation problems, channel alignment improvements, and making reports and recommendations as required. Work through project manager subordinates to complete plans and specifications for contract and furnish information, estimates, and assistance as required in connection with construction over site of contracts with contracted dredges. Conduct personnel administration through subordinate supervisors. Oversee all administrative and support functions. Assign work and participate in selection committees for placement and promotion of employees to subordinate supervisory positions. Directs and supervises Survey Section Chief and the operation Hydrographic and Land Survey for the District. Serves as Deputy to the Navigation Division Chief.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • A one year supervisory probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes experience with maintenance activities involving dredging and repair or rehab of navigation facilities; providing program management for preventive and major maintenance of electrical, mechanical, and structural features on District navigation projects; and planning, assigning, directing and coordinating the work of subordinate maintenance section staff in developing management plans for navigation projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13 or above).
