Applicant manages and coordinates all administrative aspects of the Service which currently includes: Cardiology, Dermatology, Emergency Care,
Endocrinology, Gastroenterology, Hematology/Oncology, Hospital Medicine, Infectious Disease, Neurology/Pain Management, Pulmonary/Critical Care/Sleep Medicine, Renal Unit, Respiratory Care, and Rheumatology.
Duties
Duties to include, but are not limited to:
Provide administrative management and function as an advisor to leadership on administrative issues related to healthcare delivery and implementation of clinical programs.
Providers and coordinates training and guidance regarding the implementation and use of applicable computer systems.
Key functions of the position include strategic planning, creating, and maintaining statistical data for decision making purposes.
Perform data retrieval and analysis for clinical and operational uses.
Prepares the budget projection for the next FY.
Analyzes expenditures and the adequacy of funding levels and communicates the need for additional funding or changes in funding levels.
Serves as the Contract Officer Representative (COR) for the Medical Care Service ensuring that the government organization receives all of the contracted services.
Oversees requests and justifications for additional space/equipment for management review which include telephone line changes, additional equipment, additional furniture and fixture requirements.
Approving official for timekeeping system for employees.
Maintains authority for service fund control points.
Responsible for developing both long and short-range policies and plans for the organization by coordinating the medical administration needs.
Drafts and/or reviews contract requests and agreements to ensure accurate budgetary, personnel and administrative arrangements.
Maintains responsibility for the property assigned, ensuring that the necessary equipment is included in the preventive maintenance program.
Provides administrative coordination, in conjunction with clerical support staff members.
Work Schedule: 8:00am to 4:30pm Monday - Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/24/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree . OR, 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond.

Physical Requirements: The work is primarily sedentary, although some physical effort may be required.
