This position is in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6) at the Salem, Virginia VA Medical Center (VAMC), Dental Service. This position reports directly to the Chief of the Dental Service.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The duties include but are not limited to the following. Personnel Administration and Management Work 60% Responsible for personnel administration within the Dental Service, which includes preparing requests for replacement of and recruitment of new personnel and changes in program requirements for submission to the Position Management Committee (PMC). Provides administrative supervision to personnel engaged in patient intake activities. Attends hearings, meetings, briefings, fact finding investigations as needed. Develops and coordinates internal review systems to ensure that both clinical and administrative activities comply with agency, accrediting, union standards and regulatory requirements. Assists the Chief, Human Resources, and Fiscal with projecting needs including Service fiscal reports, writing position descriptions, writing functional statements, determining scopes of practice, developing job analysis, preparing performance plans and appraisals, drafting disciplinary and adverse actions, processing special leave requests, processing performance and incentive awards, and handling other employee and labor relations issues within the Service. Clinical/ Administrative Management Work 40% Provides direct administrative support to the Service Chief in managing the administrative activities of the Dental Clinic. Administers the Dental Service's Non-VA Care (NVCC) and Dental Veterans Choice programs in conjunction with the Mission Act. Ensures compliance with mandated reporting, scheduling requirements, which include continuing education requirements. Ensures that all policies are updated as needed. Work Schedule: Full Time, Monday - Friday, 7:30am-4:00pm Recruitment & Relocation Incentives: Not authorized Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position at the GS-11 grade level, you must meet one of the following: SPECIALIZED EXPERIENCE: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of the Administrative Officer position, and that is typically in or related to the work of this position. Specialized experience includes assisting with strategic planning and creating and maintaining statistical data for decision-making purposes; administering and monitoring cost-effective service operations: developing local clerical and administrative policies as appropriate; and applying quantitative and qualitative analytical methods and tools to evaluate program activities and their effectiveness. ~OR~ EDUCATION: Successful completion three (3) full years of progressively higher-level graduate education or doctoral degree (Ph.D. or equivalent) related to this position Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. However, short periods of walking, standing, bending, and carrying of light items. such as papers and books, are required on an occasional basis.
