This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network {VISN 6) at the Salem, Virginia VA Medical Center (V AMC), Dental Service. This position reports directly to the Chief of the Dental Service. This position has the responsibility for directing and coordinating the administrative, operational, and planning activities of the Service.
Duties
Responsible for personnel administration within the Dental Service, which includes preparing requests for replacement of and recruitment of new personnel and changes in program requirements for submission to the Position Management Committee (PMC).
Attends hearings, meetings, briefings, fact finding investigations as needed.
This involves working with the EEO Investigators, Union Officials, the Office of Inspector General (OJG), and others in resolving personnel related problems and in taking personnel actions.
Discusses, investigates, and responds to employee grievances and dissatisfactions in order to resolve conflicts.
Ensures ·that Dental Service personnel have received the training on operational policies. safety protocols, personnel policies, and conduct requirements.
Manages the administrative aspects of the Dental Service.
Administers the Dental Service's space and equipment programs.
Maintains responsibility for the annual Service budget throughout additional option years. This can include salaries, travel expenses, supplies, equipment, and other general operating expenses.
Analyses the captured data in order to identify Dental Service productivity and to determine the proper utilization of Service resources and personnel.
Ensures and certifies that all employee's annual leave, sick leave, authorized absence, and other timekeeping items are posted correctly and timely by the timekeeper.
Administers the Dental Service's Non-VA Care (NVCC) and Dental Veterans Choice programs in conjunction with the Mission Act.
Serves as Automated Data Processing Applications Coordinator {ADPAC) for the Dental Service.
Performs other duties as assigned.
Work Schedule: 7:30am-4:00pm Monday-Friday
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/02/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 11 position you must have served 52 weeks at the GS 9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in the use of computer equipment with a wide variety of software such as Word, Excel, Power Point, Outlook, Access and VHA databases to extract and organize data, produce letters, memoranda, and to prepare a variety of specific working documents and forms such as spreadsheets, database, word processing, desktop publishing, graphics and other similar products, Developing and implementing policies and operating procedures, managing work flow and staff, evaluating work performance of others, maintaining data bases, and creating reports/spreadsheet. Experience in managing supply, budget, or procurement. Resolving problems/issues involving clinic operations and coordinating clinic activities. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree.. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate education beyond the first two years or 36 semester hours. (Transcript Required)

Physical Requirements: The work is mostly sedentary. The work requires walking, standing, bending, and carrying light items such as books, papers, and files. The incumbent works in an office where there are normal, everyday risks.
