The Administrative Office position is in the Department of Veterans Affairs (VA) Veterans Health Administration (VHA), Mid Atlantic Health Care Network (VISN 6), VA Medical Center (VAMC), Salem, Virginia, Surgical Care Service Line (SCSL). The SCSL provides comprehensive surgical care including Emergency Room (ER) triage, specialty care in the areas of General Surgery, Otolaryngology, Plastic Surgery, Podiatry, Urology, Vascular, Thoracic, Orthopedics, Ophthalmology and Optometry.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The duties may include but are not limited to: Program Planning/Administrative Management: Provides planning direction for the Surgical Care Service Line (SCSL). Manages and coordinates all administrative aspects of the SCSL. Develops, evaluates, and modifies organizational structure and systems to achieve program goals. Arranges computer access, orientation, and training. Works with HR and the selectee to establish entry on duty (EOD) dates and completion of prerequisite processing (e.g., physical, background checks, fingerprinting, etc.) Provides detailed Decision Support Systems (DSS) contract and labor mapping for the Service. Maintains accurate utilization and cost information and provides an analysis of the effects of resources on the overall provision of SCSL services. Serves as an advisor to the service management on Veterans Health information Systems Technology Architecture/Computerized patient Record System (VISTA/CPRS) and other ADP systems and functions as a resource on technical and general matters for SCSL application software packages and related information systems, serving as primary ADPAC. Works with Office of Information and Technology OI&T) and Healthcare Technology Management (HTM) section of FMS to ensure the current inventory of all Automated Data Processing (ADP) equipment is correct, locations are accurately defined, and all equipment, especially critical devices are working properly. Supervisory Duties: Ensures work assignments of the team. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Advises, mentors, counsels, or instructs employees on work and administrative matters. Interviews candidates for positions in the unit, recommends appointment, promotions, and/or reassignments. Budgeting Preparation/Monitoring: Complies with all directives and special requirements in preparing annual and cyclic budget documents. Uses data such as workload, efficiency, Allocation Resource Center (ARC) costs and allotments to support budget requests. Tracks monies provided through grants or supplemental initiatives. Approves individual expenditures for all non-recurring items. Maintains a running account of funds allocated and expanded in all sub accounts and makes interim adjustment, ensuring spending is within authorized levels. Contracting: Functions as the Contracting Officer Representative (COR) ensuring that the government receives all that it has bargained for. Conduct quarterly meetings with the COR to review mandatory reporting requirements, conducts Fiscal audits, review potential adjustments and funding justifications. Meets with and provides relevant contract information to station leadership in all phases of the acquisition process, from planning to administration to close out. Evaluates Programs/Monitors Data: Maintains program requirements/validation criteria for assigned organizations. Monitors clinical services' compliance with the standards of external bodies and accrediting agencies. Participates in Joint Commission Readiness activities. Prepares and analyzes data and makes recommendations for improvement. Collects, analyzes, and prepares data for review by the Chief, Surgical Service for justification of physician pay for performance. ENGLISH LANGUAGE PROFICIENCY: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English to meet the requirements of this position. AND Specialized EXPERIENCE GS-11: Having one (1) year of specialized experience that equips you with the knowledge, skills, and abilities to successfully perform the duties of this position, that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to the next lower grade level in the normal line of progression for the occupation in Federal service. Qualifying specialized experience includes having knowledge of pertinent laws, regulations, policies and precedents that affect the use of program and related support resources; having an understanding of a full range of functional areas, such as human resources, purchasing, supply and property management, records, management financial management and budget, and related administrative areas to ensure compliance with polices, practices, procedures and controls; utilizing a range of qualitative and quantitative analytical techniques to measure the effectiveness, efficiency, and productivity of a variety of administrative program areas (e.g. budget, personal, procurement); versed in administrative concepts, principles and practices sufficient to identify problems and potential problem areas based on daily observances or studies; understands key personnel and lines of authority within the medical facility; capable of analyzing and measuring the effectiveness, efficiency, and productivity of administrative programs; and develop written and oral recommendations for improvement; maintaining a variety of coaching, coordinating, consensus-building and planning techniques to ensure that the work of the unit is accomplished. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Having successful completion of three (3) years of graduate education leading to a Ph.D. degree, or a equivalent doctoral degree, or LL.M., if related; such a degree that demonstrates the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED) OR COMBINING EDUCATION AND EXPERIENCE: Applicant must have a combination of successfully completed graduate education and specialized experience mentioned above may be used to meet total qualification requirements.
