The primary purpose of this position is to provide technical support and resolve IT-related issues for customers while ensuring cybersecurity compliance and maintaining communication security.
Duties
Serve as the Customer Technical Assistance and Support Specialist.
Serve as a senior Cybersecurity Liaison administering the Computer Security (COMPUSEC) program for the Range Group.
Administers the Range Group TEMPEST Program.
Assist with the Communications Security (COMSEC) for all Range Group activities.
Serve as a senior Cybersecurity technical advisor to management

- Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six months requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3.
- Failure to receive the proper IA certification may result in removal from this position.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements (IOR) for the GS-2210, Information Technology (IT) Management Series, 2210 (Alternative A) Series.
BASIC REQUIREMENT:
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade band NH-02 or GS-11 level, or equivalent in other pay systems. Examples of specialized experience includes Assist in solving problems associated with delivery of hardware and software products and systems. Interpreting Cybersecurity and IT policies, standards, and requirements and modifying and adapting existing methods and approaches. Provide advice and guidance on a wide range of complex IT issues, evaluating and recommend new or enhanced approaches to delivering IT services. Analyze and recommend resolution of complex issues associated with responding to customers. Subject matter expert for the Range Group Computer Security (COMPUSEC) program. Protect Information Technology (IT) assets against unauthorized, accidental, or deliberate modification, disclosure, and destruction of data and working with the organization Cybersecurity Office (WCO). Analyze requirements, develop, and advise management and customers on Information Technology (IT) security standards and procedures. Review, evaluate and modify security products to protect and maintain the availability, integrity, confidentiality, and accountability of information systems. Plan, develop, coordinate, and publish group-wide policies to manage the installation's security program. Manage the organizations Telecommunications Electronics Material Protected from Emanating Spurious Transmissions (TEMPEST) program preparing documentation for the packages and submitting up to the Wing Cybersecurity Office. Serve as the Communications Security (COMSEC) Responsible Officer ensuring the proper handling and use of COMSEC materials and classified data.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the NH-02 (GS-11) level is required to meet the time-in-grade requirements for the NH-03 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Ability to analyze higher-level policies, principles, and IT cybersecurity concepts and to make effective recommendations to ensure standards are met.
Ability to serve as the focal point for IT and cybersecurity, providing authoritative advice and assistance on complex, technical, controversial, and precedent settling matters to improve the IT cybersecurity program comprising many unique organizations and large, complex computer and communications cybersecurity systems involving both classified and unclassified materials.
Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions, and solve a variety of network problems; and to analyze component interrelationships and evaluate systems and computer applications from an operational perspective.
Ability to communicate orally and in writing sufficiently and to fully coordinate activities with management officials, other IT Specialists, and IT users.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Ideal Candidate Statement:
The ideal candidate for this role is an experienced and highly skilled IT professional with a strong background in customer support, cybersecurity, and IT systems. This candidate has a minimum of 5-7 years of experience in IT support, customer service, or a related field, with a demonstrated track record of success in providing exceptional customer service and resolving technical issues.
The ideal candidate possesses extensive experience in installing, configuring, and troubleshooting hardware and software, including but not limited to: Physical and virtual servers, PCs, laptops, tablets, cell phones, printers, scanners, and other peripherals. They are also familiar with operating systems such as Windows, Linux, and MacOS.
The ideal candidate has a strong understanding of cybersecurity principles, policies, and best practices and has demonstrated experience in implementing and managing cybersecurity tools and technologies. They have also demonstrated experience in training personnel on IT systems and cybersecurity best practices, with a track record of success in improving user adoption and reducing security incidents.
The ideal candidate is also able to handle and use classified material and COMSEC materials, and has relevant IT certifications such as Security+, or other IAT level II equivalent. This candidate also has excellent written and verbal communication skills, with the ability to explain technical concepts to non-technical personnel.
The ideal candidate is able to work in a dynamic and fast-paced environment, with the ability to adapt to changing priorities and handle multiple tasks simultaneously. They are also able to provide technical advice and guidance to senior management and other stakeholders and have demonstrated experience in developing and implementing IT and cybersecurity policies and procedures.
