The primary purpose of this position is to maintain an accounts of valid manpower requirements in compliance with resource allocation and organization policy and to conduct analysis evaluation and project management within the Space Operations Command (SpOC) Manpower and Organization Division.

Duties

Studies the structure and/or functions of organizations. Resolves problems and proposes solutions. Conducts studies to consider and evaluate the impact of changes Collects and analyzes organizational information; develops statistical and narrative data. Designs, plans, and conducts work measurement, methods and procedures, manpower requirements utilization and engineered time standards; reviews and implements changes to organization and resource controls/programs. Application of manpower/process standards in studies. Designs, plans, advises and facilitates manpower assessments, management surveys, and research projects providing participates in reviews and studies to determine the most efficient and cost effective means of accomplishment. Provides management support services, facilitates management studies and strategic planning.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include 1) Using a knowledge of organization and agency management engineering, organization and Continuous Process Improvement (CPI) principles, concepts, and methodologies. 2) Applying analytical and evaluative methods and techniques used to resolve complex problems of a broad range of functional areas. 3) Using process improvement techniques such as benchmarking, metric/statistical analysis and process flow charting. 4) Using a PC to operate data base management systems, requirements analysis, and data manipulation and extraction techniques. 5) Carrying out and completing assignments involving complex work with diverse and dynamic groups by gaining their cooperation with tact, courtesy and diplomacy, and moving them towards an ownership of their objective without imposing personal bias. 6) Communicating effectively orally and in writing. 7) Conducting interviews with employees, supervisors, and management officials at all levels of the agency to obtain information about organizational missions, functions and work procedures. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Department of Defense (DoD), Joint Service, Air Force and Space Force management engineering, organization and Continuous Process Improvement principles, concepts, and methodologies. Knowledge of process improvement techniques such as benchmarking, metric/statistical analysis and process flow charting. Skill in applying analytical and evaluative methods and techniques used to resolve complex problems of a broad range of functional areas. Ability to communicate effectively both orally and in writing; skill in conducting interviews with employees, supervisors, and management officials at FIELDCOM, HQ USAF and HQ SF to obtain information about organizational missions, functions and work procedures. Ability to carry out and complete assignments involving complex work with diverse and dynamic groups by gaining their cooperation with tact, courtesy and diplomacy, and moving them towards an ownership of their objective without imposing personal bias. Ability to encourage new ideas and innovations; manage human, financial and information resources strategically and build coalitions to achieve common goals. Skill in working with customers to assess needs, provide assistance, resolve problems, and satisfy expectations Ability to persuade others to accept recommendations, work toward an agreement, and negotiate mutually acceptable solutions. Ability to develop and maintain effective relationships and to communicate effectively, both orally and in writing. Ability to organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them; coordinate with other organizations; monitor progress, and evaluate outcomes. Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
