The primary purpose of this position is to serve as an Information Assurance Specialist and Information technology (IT) Specialist on matters relating to operations and accreditation of complex classified Special Access Program (SAP) IT systems and associated Certification and Accreditation (C&A) processes and System Security Plans (SSP).
Duties
Serves as Information Assurance Specialist.
Performs as a technical advisor lo functional users of IT.
Provides customer assistance and training and documentation support.
Performs feasibility studies on information systems.

- Incumbent must be able to obtain and maintain a Top Secret clearance with access to SCI (Special Compartmented Information) and SAPs.
- This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M and AFMAN 33-285, the incumbent of this position must achieve Level III AT certification within six months of assignment of these duties.
- (cont'd).. A waiver of this six-month requirement may be granted per DoD 8570.01-M. C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
- Employee may be required to take a random counter-intelligence polygraph and submit to background checks as a condition of employment and/or continued access to SAPs.
- This is a drug testing designated position. The incumbent is subject to random testing for drug use.

EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one (1) year of specialized experience at the next lower grade GS-09 (or equivalent in other pay systems) which includes: Applying a full range of IT security principles, methods, regulations, policies, products and services sufficient to develop specifications to ensure compliance with security requirements at the LAN level and to plan and coordinate the delivery of an IT security awareness training program for end users at all levels at the installation. Application of system software and systems development life cycles including systems documentation, design development, configuration management, cost analysis, data administration, system integration, and testing.

EDUCATION: Ph.D or equivalent Doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a Ph.D. or equivalent Doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a full range of IT security principles concepts, practices, products and services (including system software, database software, immediate access storage technology), and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating IT security tools and procedures. A comprehensive knowledge and skill in the application of National, DoD, AF, and Special Access program information assurance and security requirements.
Knowledge of IT INFOSEC security requirements for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advise on new or revised security measures and countermeasures based on the results of accreditation reviews.
Knowledge of customers' mission. business processes and operations to anticipate and refine functional requirements.
Knowledge of complex configuration management techniques and requirements appropriate to managing base level network systems.
Ability to gather facts and use effective analytical and evaluation methods to assess information, plan the sequence of actions necessary, make sound decisions, and solve a variety of network problems; and to analyze component interrelationships and evaluate network systems and computer applications from an operational perspective.
Ability to communicate orally and in writing sufficient to fully coordinate activities with management officials and other IT specialists, and to provide user training and support.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
