This position is an Administrative Officer with Dental Service at VA Boston Healthcare System. The duty station is Jamaica Plain, MA but travel to the other two campuses (Brockton and West Roxbury) may also be required.

Duties

The Administrative Officer for the Dental Service serves as a full-time assistant to the Service Chief. As such, (s)he is responsible for all administrative functions within the Dental Service at VA Boston Health Care System, and will represent the Chief when so designated. These responsibilities include, but not limited to fiscal, budgeting, staffing, accreditation compliance, quality improvement, safety, supply management and public affairs. Additionally (s)he serves as liaison and is responsible to top management, and all other internal/external customers on administrative matters concerning the Dental Service. Conducts studies and special projects to implement dental health care delivery programs and improve the efficiency of care at both Jamaica Plain and Brockton campus Dental Clinics. Coordinates Quality Improvement/Assessment activities for the Dental Service conducting focused reviews; recommending and implementing corrective action to eliminate problems affecting patient care and/or efficiency; and continuously monitoring areas identified as potential problems. Develops staffing plans that improve productivity and reduces cost. Works with the Chief, Dental Service to develop and implement sound position management principles within the Service. Conducts detailed analyses of complex functions and work processes including: examination of production standards; past, present, and programmed workloads; nonproductive time; and deviations from standards to determine validated staffing requirements function studied. Gathers and analyzes data and provides reports to Chief, Dental Service on trends and other issues. Conducts vulnerability/risk assessments of program areas that are subject to be fraud/waste and abuse. Provides oversight to Dental Service supervisors, and dentists regarding identifying performance issues; evaluating training needs, drafting disciplinary and adverse actions, writing position descriptions, developing job analyses, work operations, problem solving and goals. Overall knowledge of Dental Service management practices within the VANCHCS. He/she must be able to recognize problems that would adversely impact Dental Service and is knowledgeable and able to assist in their resolution. Incumbent provides technical and administrative supervision to 14 or more employees. Work Schedule: Monday-Friday 7:00am to 3:30pm Telework: Not authorized Virtual: This is not a virtual position. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/26/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Administrative concepts, principles and practices, work with office software, working with Human Resources and VA programs, purchasing and supply/property management, logistics, budget finance and timekeeping etc. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD or equivalent degree or three (3) years of progressively higher level graduate education leading to such a degree. . OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond . You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Preferred Experience: Knowledge of Microsoft word, excel, mipacs, DRM, MSS and ADPAC. Knowledge of Infection control and safety policies Ability to handle fiscal, budgeting and staffing. Knowledge of credentialing and accreditation. Ability to serve as a liason to upper management. Ability to work well with others when running reports, management surveys, audits, handling budget and equipment needs Ability to handle a difficult pt. and/or family member in order to diffuse a situation Ability to give advice, counsel or instruction on technical and administrative matters Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books and papers; some walking, standing and bending. NO special physical qualifications are required.
