The incumbent serves as Administrative Officer for Social Work Service for the Department of Veterans Affairs, Jamaica Plains, MA campus. The incumbent is to direct and perform all administrative functions that include administration, management and program analysis and a variety of related administrative matters in support of an large and complex medical facility.
This position is full time and 40 hours per week.
Duties
The position in located at a Department of Veteran Affairs (VA) Boston Healthcare System. The purpose of the position is to direct and perform all administrative functions that include administration, human resources management, budget and finance, management and program analysis, office support services, document control, logistics, and a variety of related administrative matters in support of an large and complex medical facility.
MAJOR DUTIES AND RESPONSIBILITIES:
Implements administrative policies and procedures for areas of responsibility. Proposes improvements to administrative directives and policies. Discusses pertinent issues with operating personnel to determine the impact on new or revised guidance on current operations. Provides advice and guidance on the interpretation and application of administrative directives and instructions. Analyzes management plans to determine the impact on administrative processes.
Based on day-to-day observations, analysis of work processes, and special studies, the incumbent evaluates program operations; identifies problems, inefficiencies, and potential problems; and develops recommendations for the solution of administrative problems and conflicts. Provides advice and guidance for improvements and anticipates potential areas of concern or questions that should be addressed when making recommendations.
Plans and conducts management studies and analyses to determine the impact of realignments and changes. Compiles and analyzes facts, develops plans, and performs coordination. Prepares reports with findings and recommendations based on management and administrative considerations.
Advises management officials, supervisors, and employees on the interpretation and application of a variety of human resources policies, practices, and procedures including staffing, classification, employee relations, benefits, and related areas. Ensures that performance ratings are submitted in a timely manner in accordance with regulatory guidelines
Oversees a variety of administrative programs, including the distribution and dissemination of incoming mail, internal controls, records management, publication and forms management, and timesheets. Directs administrative support services to ensure that inquiries, correspondence, and actions for the area of responsibility are addressed appropriately. Develops information papers and correspondence on wide variety of administrative functions.
Provides administrative planning and oversight for a variety of special and continuing programs such as the Combined Federal Campaigns, the Freedom of Information Act, and the Privacy Act.
Provides technical and administrative supervision of an extremely small subordinate staff less than 25% of the time. Exercises human resources responsibility by initiating requests for recruitment, interviewing and selecting employees, complying with EEO objectives; planning and assigning work, and maintaining accurate and current position descriptions. Sets priorities and establishes schedules; evaluates performance, recommends promotions and awards; approves requests for leave; identifies training needs; keeps employees informed; provides counsel; and recommends disciplinary action as required.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/06/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position, you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: One year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: The incumbent serves in the capacity of Administrative Officer for Engineering Service. The incumbent is involved in budget formulation, analysis and daily expenditures; work methods and procedures; management controls; manpower utilization and organization; information and documentation systems; operating programs and effectiveness. The incumbent manages workload with the Administrative Staff within the service and provides oversight on all accreditation and regulatory issues affecting Engineering Service.

Education: Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Degree must be relevant to the position to be filled. Completion of graduate level education is qualifying if it provided the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of fulltime study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) The following is an example of how education and experience may be combined. This is an example only, and is not all-inclusive. The position to be filled is a Administrative Officer, GS-0341-11. An applicant has 9 months of specialized experience equivalent to GS-9 and 2 1 /2 years of creditable graduate level education in business management or related field of study. The applicant meets 75 percent of the required experience and 50 percent of the required education, i.e., the applicant has 1 /2 year of graduate study beyond that required for GS-9. Therefore, the applicant exceeds the total requirement and is qualified for the position. (The applicant's first 2 years of graduate study are not qualifying for GS-11.)

Physical Requirements: Most of the incumbent's duties are sedentary in nature with occasional walking, climbing, stooping, bending and reaching as required. Travel between VA Boston Healthcare System divisions and CBOC's may be required.
