The incumbent serves as the Administrative Officer for the Dental Service line located at the VA Boston Healthcare System (VABHS) in Jamaica Plain, MA. This position is full-time at 40 hours per week

Duties

Duties include but not limited to: Conducts all short and long range planning activities of the service by working with the providers to develop proposals for new clinic strategies that will improve the care provided to our eligible veterans. Conducts management's surveys, audits, special projects, etc. Collects and analyzes data which identify the need for the new way of doing business. Prepares the budget for supplies staff and equipment. Consults management regarding development, maintaining and improving management methods and procedures and overall effective utilization of personnel and resources. Initiates and prepares contracts to secure adequate resources to facilitate operations to include determining appropriate costs, performing costs analysis, soliciting bids, writing sole source justifications , and communicating both orally and in writing with contractors. Prepares necessary documents to accession and de-accession property. Applies new policies, provides advice on requirements, maintains administrative systems, and prepares administrative paperwork. Performs quality assurance work that involves systematic prevention of defects, non-conformance to regulations and standards, identification of unsatisfactory trends and conditions, and correction of factors that may contribute to defective work processes or products. Develops performance standards, position descriptions, and other HR related paperwork or requests. Evaluates work performance of subordinates. Identifies training needs and provides for appropriate development and training. This is an AFGE Bargaining Unit Position. This position is covered by locality-based comparability pay. Selectee may be required to work at any Boston Healthcare System campus if needed. The incumbent may be required to travel to other VA campuses and CBOC's. Current employees must submit copies of their most recent SF50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (competitive or excepted). In some cases, more than one Sf-50 may be required to show a higher grade previously held. This position is in the Competitive service. Time-in-Grade Restriction: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also met time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service. Veteran's preference does not apply for other current permanent Federal agency employees

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/31/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You must qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must possess equivalent combinations of successfully completed graduate level education (in excess of the first two years or 36 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. Physical Requirements: The work is sedentary. Travel is required between Jamaica Plain and Brockton campuses of VA Boston Healthcare System.
