About the Position: Performs supervisory duties in the Directorate of Emergency Services (DES), Fire and Emergency Services Division, Emergency Communication Center, at Fort Bliss, Texas.
Duties
Maintains reports and retrieves needed statistical information using the local authority's fire incident reporting systems.
Receives and evaluates 911 emergency calls for proper action.
Performs supervisory duties to include; evaluating employees' performance, approving/disapproving leave, planning, scheduling, assigning and directing personnel, to staff the daily operations of an Emergency Communication Center.
Refers non-emergent callers to appropriate civilian and government agencies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is covered by the Civilian Drug Abuse Testing Program. Incumbent is required to sign a DA Form 5019-R Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program.
- Incumbent will be required to attend Continuous current certification as a condition of employment. The incumbent is responsible for attaining continuing dispatch and Intrusion Detection education requirements.
- Position is subject to shift work where the incumbent is required to work an alternate work schedule, which requires an uncommon tour of duty (including nights, weekends and holidays).
- Incumbent is required to work (mission essential) regardless of weather conditions or base closure and to report to the duty station at the regularly scheduled time. The work is performed in a highly stressful, restricted office environment.
- Individuals must possess and maintain a valid State of Driver's license.
- This position requires to obtain and maintain certification in cardiopulmonary resuscitation (CPR), and Army Law Enforcement Reporting and Tracking System (ALERTS) within the first year of employment.
- This position requires to obtain and maintain certification in National Crime Information Center (NCIC) and Texas Law Enforcement Telecommunications System (TLETS) within the first year of employment.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes 1) providing emergency dispatching services to the public; 2) monitoring the status of police, fire, and/or medical units to ensure appropriate response was made; and 3) training employees in tasks as per established policies/procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Education: One and a half years of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Communications, Homeland Security, or Fire Protection.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond one year (total semester hours minus 18) by 9. Add the two percentages.
Selective Placement Factor
In addition to the minimum qualifications, applicants must possess the following Department of Defense (DOD), International Fire Service Accreditation Congress (IFSAC), or ProBoard certifications at the time of application: Hazardous Materials (HAZMAT) Awareness, Telecommunicator I, and Telecommunicator II (NOTE: You must include copies of your certifications with your application package for verification)
