About the Position: As Public Safety Dispatcher, provides emergency police, fire and medical services to the public by answering emergency 911 calls, and dispatches appropriate personnel and equipment for the Directorate of Emergency Services, Fire Protection and Prevention Protection, Fort Bliss, Texas

Duties

Access Army Law Enforcement Tracking and Reporting System (ALERTS), National Crime Information Center (NCIC), and Texas Law Enforcement Telecommunication Systems (TLETS) for the purpose of obtaining sensitive law enforcement information. Provide emergency police, fire and medical services to the public by answering emergency 911 calls, and dispatching appropriate personnel and equipment. Maintain an accurate status of emergency response equipment and personnel to assure prompt and accurate response. Applies Law Enforcement and Fire Service Terminology techniques and procedures required. Applies fire suppression systems, fire alarm detection equipment, the Commercial Intrusion Detection Alarm Systems required. Use a keyboard to acknowledge or defer alarms, determine the priority level of each alarm generated, determine the operational procedures for the alarm and act in accordance with procedures.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has been designated as a Testing Designated Position covered by the Civilian Drug Testing Program which requires passing a urinalysis test prior to employment and periodically thereafter.
  • Hazardous Materials (HAZMAT) Awareness, Telecommunicator I and Telecommunicator II certifications required within 6 months of employment.
  • Certification in cardiopulmonary resuscitation (CPR), Army Law Enforcement Reporting and Tracking System (ALERTS), National Crime Information Center (NCIC) and Texas Law Enforcement Telecommunications System (TLETS) within 1 year of employment.
  • This position requires possession of a valid state driver's license.
  • This position is mission essential, the incumbent is required to report to work at the regularly scheduled time regardless of weather conditions, Terrorist Force Protection Condition (TFPCON) or installation closure.
  • Required to attend Continuous current certification as a condition of employment. The incumbent is responsible for attaining continuing dispatch and Intrusion Detection education requirements through in-service training that is offered locally.
  • This position may require 12-hour shift work from 0645 to 1845 and from 1845 to 0645 where the incumbent may rotate between these two shifts as required.
  • This position may require 8-hour shift work from 0700 to 1500, 1500 to 2300 ,2300 to 0700 where the incumbent may rotate between these three shifts as required.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time

Specialized Experience: One year of specialized experience which includes; Using vehicle dispatching procedures and/or radio usage procedures for public safety situations. Answering telephone emergency calls and monitoring alarm security systems to determine appropriate response. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). OR Education: A half year (i.e., 9 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Communications, Homeland Security, Fire Protection, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Applies Technology to TasksDecision MakingEmergency CommunicationTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05).
