This is a DHA solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit qualified candidates to positions in the competitive service. About the Position: Serves as a Heavy Mobile Equipment Mechanic (Electronic Systems) responsible for diagnosing, troubleshooting, and repairing major systems of various types of heavy equipment.

Duties

Repair and replace electrical systems with cranes safety standards following Occupational Safety and Health Administration (OSHA) guidelines. Prepare cranes for engineered lifts with 100% capacity utilizing cargo hooks, spreader bars and rigging gear for cargo operations. Conduct electrical inspections to locate and diagnose trouble in electrical systems of diesel-electric locomotives. Make repairs to GEN-SET locomotives, gasoline and diesel engines, DC generators, traction motors, electrical safety devices and wiring systems. Develop scope of work for requesting vendor repairs when repairs are beyond the scope of terminal support facilities. Monitor technical competencies of repair contracts and authorize payments for invoices. Inspect repairs completed by vendors and contractors. Operate a variety of boom cranes, such as rail mounted gantry cranes, container cranes and post-panamax container cranes. Make electrical inspections utilizing troubleshooting test equipment to locate and repair a variety of electrical systems.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is a Drug Testing Position. Position requires that employee pass screening for illegal drug use prior to appointment and subsequent periodic drug screening thereafter.
  • This position is designated as Key. This position cannot be vacated during a national emergency or mobilization, which requires the incumbent, or designated alternate, to be screened from military recall status.
  • This position has critical safety or security responsibilities.
  • Pre-appointment and annual physical required.
  • May be required to work shift work and overtime as needed. Incumbent will be required to work nights, weekends, and holidays or during emergencies, as required.
  • Must be able to climb to heights in excess of 100 feet.
  • Must have a valid state license and be able to obtain US Government Operator Permit.
  • This position may require some TDY travel - approximately 35%.
  • Ability to sit or stand for extended periods of time, bending consistently, and working in awkward body positions is required.
  • Must be able to lift up to 50 pounds.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Heavy Mobile Equipment Mechanic (Electronic Systems) ~ without more than normal supervision. Ability to perform common Heavy Mobile Equipment Mechanic (Electronic Systems) duties. I can complete major and minor repairs of heavy mobile equipment systems and components to include - but not limited to - electrical and electronic systems; locomotives, diesel engines, generators, rail support equipment, braking systems, shipyard cranes using specialized troubleshooting testing equipment and hand tools of the trade. - Failure to meet this Screen out Element will result in an ineligible rating. PHYSICAL EFFORT: Work requires bending, reaching, stretching, climbing and crouching. May work on top of and under cranes in cramped and awkward positions, strenuous work is required while standing, lying and sitting. Frequently lifts and carries items weighing up to 50 pounds, and often puts forth similar effort in pushing, pulling, turning, and positioning parts and equipment. The operation of the cranes requires pushing, pulling and depressing of various hand and foot controls. Exerts heavy effort in pushing, pulling, and depressing the various levers, clutches, and brakes. Is subject to strain caused by vibrations of the crane, and from the jerking and jolting motions while lifting and moving loads. Occasionally moves objects weighing up to 50 pounds, e.g., lifting hooks and cables, changing rigging, setting outriggers, etc. WORKING CONDITIONS: Work is performed outside on structure of crane or in locomotive and inside the crane equipment room; works areas outside is subject to extreme weather conditions. Work requires extensive climbing. Subject to cuts, bruises, scrapes, chemical burns, broken bones, injuries from falls while repairing, positioning, and moving equipment, and serious burns caused by electrical shock. Work is dirty, greasy and noisy. Prescribed safety practices and safety equipment is used; protective hearing devices, hard hats, hard-toe shoes, gloves, respirators, and protective clothing. Some of these safety items may be uncomfortable to wear or use, and may be worn or used for long periods. Work is performed outside during periods of extreme heat and cold from a cab generally open on one side for clear vision and ventilation, and in areas which are noisy, dirty, and subject to fumes, occasional disagreeable dust, and inadequate heating or cooling. There is the possibility of injury from swing loads, moving machinery, crane overturning, and breakage of cables.
