Requirements

- Federal employment suitability as determined by a background investigation. Must be able to obtain and maintain the SECRET security clearance for the position.

- Position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration and will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Qualifications

DUTIES:
As a HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT/COMP) (T5032000), GS-0201-11, you will serve as the state Human Resources Specialist for recruitment and placement, military technician compatibility, permanent change of station (PCS) moves, pay setting, recruitment and retention allowances, and reduction in force. Responsible for the development and implementation of plans to accomplish a statewide technician recruitment and recruitment program. Accomplishes work through the use of a variety of automated personnel systems and programs.
Physical Demands:
The work is primarily sedentary, although some slight physical effort may be required.
Working Environment:
Work is typically performed in an adequately lighted and climate-controlled office.
QUALIFICATIONS:

GENERAL EXPERIENCE:
Experience, education or training which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE:
Applicant must possess at least ONE (1) year of specialized experience at the next lower-level GS-09 or the equivalent THIR TY-SIX (36) months of specialized experienceperforming or supervising duties such as serving as the state's principal advisor and consultant to key management on the full range of staffing ; providing guidance and advisory services to operating managers; having frequent contact with state officials to explain merit principles and the various staffing methods; providing comprehensive guidance and advice in such areas as recruitment sources; analyzing and evaluating the state's current technician staffing situation; researching and developing solutions and strategies to recruitment and retention problems; developing Merit Placement Plan and ensuring compliance with federal laws (i.e., The Technician Act), NGB Regulations, and local labor agreements; administering merit promotion plan; providing guidance and assistance to supervisors and/or designated subject-matter experts in the development of job analysis and ranking criteria; preparing announcements and receiving applications; establishing and certifying accuracy of rates of pay for all placement actions in accordance with federal law; developing, recommending, maintaining, and applying state policy; analyzing the organization's workforce and determining reduction-in-force (RIF) impact; developing, coordinating, maintaining state plans/guidance involving Merit Placement Plan, reduction-in-force, highest previous rate, recruiting, and retention incentives.
Education
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related in an accredited college or university, (30 semester's hours or 20 classroom hours of instruction per week) for 6 months of specialized experience. Courses must be directly related to the work of the position.
