Duties
Selected applicant(s) will be required to complete an online Onboarding process.
Requirements
- Federal employment suitability as determined by a background investigation. Must possess or be able to obtain the proper Secret clearance type and level within one year of appointment according to DoD Personnel Security Program Management Directives.
- May be required to successfully complete a probationary period.
- Participation in direct deposit is mandatory.
- Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
- Irregular and overtime hours may be required to support operational requirements or contingencies.
- Position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration and will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
- This position requires military membership in the Puerto Rico Army National Guard (PRARNG). Selectee will be required to wear the military uniform.

- If selected for this position who is not qualified in one of the mentioned BR/CMF/MOS, MUST submit to HRO, before date of appointment, the correct military paperwork/application to attend the technical training school required to be MOS Qualified.
- If selectee fails to process the school application and does not successfully graduate from the school, he/she will be terminated from the technician program for failure to meet the compatibility standards and receive a 30 days notice of separation.
Qualifications
AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. Area 1 = All permanent Officers, Warrant Officers and Enlisted members employees (NG T32/NG T5) within Puerto Rico Army National Guard.
Area 2 = All indefinite Officers, Warrant Officers and Enlisted members employees (NG T32/NG T5) within Puerto Rico Army National Guard.
Area 5 = Officers, Warrant Officers and Enlisted members of the Puerto Rico Army National Guard.
Area 6 = Applicants who meet all requirements to become member of the Puerto Rico Army National Guard.

DUTIES
As a HR SPEC (HUMAN RESOURCE DEVELOPMENT) (D1043000), GS-0201-09, you will assist higher-graded personnel specialists in the performance of their assignments in two or more of the specialized personnel series. Develop to provide oversight, planning, interpretation, and application of policy.
As a HR SPEC (HUMAN RESOURCE DEVELOPMENT) (D1035000), GS-0201-11, you will perform position classification and provide limited position management advisory services, within delegated authority, to both Army (ARNG) and Air National Guard (ANG) organizations and the full-time workforce within the state. Accomplishes work through the use of an automated personnel system.
Physical Demands:
The work is primarily sedentary, although some slight physical effort may be required.
Working Environment:
Work is typically performed in an adequately lighted and climate-controlled office. Travel is required for the purpose of meeting with management, conducting on-site training, attending national workshops, symposiums, etc.
QUALIFICATIONS

GENERAL EXPERIENCE: Experience, education or training which involves Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE:
GS-09: Applicant must possess at least ONE (1) year of the specialized experience at the next lower-level GS-07 or the equivalent TWENTY-FOUR (24) months of specialized experience performing or supervising duties such as assist in updating the state training plan; monitors on-the-job training; continuing analysis and evaluation of training program; answers inquiries about available training; assists other units in planning and conducting in-house training and ensures proper training documentation; incorporating career development strategies in to the workplace; ct training needs survey and analyze the information and data obtained.
GS-11: Applicant must possess at least ONE (1) year of the specialized experience at the next lower-level GS-09 or the equivalent THIRTY SIX (36) months of specialized experience performing or supervising duties such as providing comprehensive guidance in self-development activities, mandatory courses, individual development plans, performance improvement plans, Professional Education Center courses, Management Development Center courses, supervisory courses, and technician retirement courses; develops policy and procedures at the state level for identifying organizational and individual training needs; provides advice and guidance on technician training issues; consultant to other directorates in planning and conducting in-house training.
Education
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Educational degree study, in an accredited college or university, (30 semester's hours or 20 classroom hours of instruction per week) for 6 months of specialized experience. Copy of official/student transcripts must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume.
