Requirements
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Males born after 31 December 1959 must be registered for Selective Service.
- Participation in direct deposit is mandatory.
- Federal employment suitability as determined by a background investigation. The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
- May be required to successfully complete a probationary period.
- Must be able to obtain and maintain the Government Travel Credit Card (GTC) as a condition of employment.
- Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
- Must be able to obtain and maintain the appropriate SECRET security clearance for the position.
- Federal employees currently serving in the excepted service (Title 32) must acknowledge they will voluntarily leave the Title 32 excepted service by accepting an offer of employment for this NG Title 5 excepted service position.
- Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies.
- Position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration and will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
- Must possess a valid PR State driver?s license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives.
Qualifications
AREA OF CONSIDERATION:
HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements.
Area 1 = All permanent employees (NG T32/NG T5) within Puerto Rico Army National Guard.
Area 2 = All indefinite employees (NG T32/NG T5) within Puerto Rico Army National Guard.
Area 3 = Current serving members of the Puerto Rico Army National Guard.
First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates).
DUTIES:
As a HR SPEC (NGT5025000), GS-0201-11, you will serve as a human resources advisor and technical specialist for employee relations, employee benefits, performance management, and compensation. Utilizes advanced knowledge of a variety of human resources management functions in coordinating actions for these programs. Oversees or accomplishes work through the use of a variety of automated personnel systems and programs. Manages, administers and provides advice on such programs as life and health insurance, leave, Thrift Savings Plan (TSP), Civil Service Retirement System (CSRS), Federal Employees Retirement System (FERS), Long Term Care, and the Federal Employees Compensation Act (FECA). Counsels' personnel on such matters as pre-retirement, obtaining professional health/mental assistance, leave usage and situations of potential FECA abuse.
PHYSICAL DEMANDS:
The work is primarily sedentary, although some slight physical effort may be required.
WORKING ENVIRONMENT:
Work is typically performed in an adequately lighted and climate-controlled office. Travel is required for the purpose of meeting with management, conducting counseling, assisting employees and attending national workshops, symposiums, etc.
QUALIFICATIONS:

GENERAL EXPERIENCE:
Experience, education or training which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE:
Applicant must possess more than TWELVE (12) months of specialized experience at the GS-09 level, or the equivalent THIRTY-SIX (36) months required in the vacancy announcement for the GS-11 position performing supervising duties such as providing advice and assistance for employee relations matter; resolving difficult issues/problems requiring consideration of the total personnel management system; managing, administering and providing advice on such programs as life and health insurance, leave, Thrift Savings Plan (TSP), Civil Service Retirement System (CSRS), Federal Employees Retirement System (FERS), Long Term Care, and the Federal Employees Compensation Act (FECA); counseling personnel on such matters as pre-retirement, obtaining professional health/mental assistance, leave usage and situations of potential FECA abuse; determining entitlement to retirement annuities, eligibility for continuation of life and health insurance. providing individual employee counseling on retirement options and benefit eligibility; managing and advising personnel on programs such as the Uniformed Services Employment and Reemployment Act, military or civilian deposits for CSRS/FERS, disability benefits, Light Duty program, and Workers Compensation Program; providing advice and recommendations on issues that are sensitive, serious or controversial pertaining to appropriate disciplinary or corrective actions; providing technical guidance and assistance of benefit program changes and open seasons; developing new or modified local procedures in support of the agency goals; serving as coordinator and subject matter expert on performance based actions; initiating and accomplishing coordination with other specialists, NGB, Hearing Examiners, Union representatives, management and employees; ensuring employees and management's due process rights are understood and procedures are followed; assisting the specialists and managers with Reduction-in-Force actions; developing and providing managers and supervisors with guidance on program procedures; maintaining and monitoring a tracking system with reports of statistical information pertaining to status and financial impact; conducting reviews of the program and its goals; maintaining a current knowledge of legislative development, agency reorganizations and other pertinent activities that may have an impact on management and employees.
Education
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
A maximum of 12 months of the required experience may be substituted by successful completion of undergraduate study in an accredited college or university at the rate of 30 semester hours. The education must have been in fields directly related to the type of work of the position.
