This position is located in DHS, Office of Policy, Border and Immigration Policy, Office of Homeland Security Statistics (OHSS). The primary purpose of this position is to work with and supports activities for the end-to-end data pipeline - data ingestion and cleaning. Duties

As a Program Analyst (Data Analytics), GS-0343-13/14, your typical work assignments may include the following: Serves as a data scientist to support immigration data related solutions for privacy compliance, disclosure avoidance, and supporting the Evidence Act; apply a variety of analytical approaches to solve mission focused policy, methodologies, and/or administrative problems in a fast -paced environment. Lead and integrate data lifecycle management activities and data quality measures; improve the collection of data from varying sources, formats, and quality and prepare them for analysis and dissemination. Conducts analysis in a programming or statistical software suite such as: R, Python, SAS, SPSS, STATA, Tableau, and/or PowerBI; work with large data sets. Qualifications

Specialized Experience: To qualify for the GS-13 level, you must have at least 1 year of specialized experience equivalent to the GS-12 level in the federal service or obtained in either the public or private sectors performing duties such as: working with teams to develop data products and definitions, consulting with diverse stakeholders and customers, using analysis tools to design and implement data analyses, and demonstrating experience translating data analyses into meaningful, easily understood communications. This also requires experience to work across silos to successfully deliver quantifiable impact, demonstrate you've led and advised leadership on data wrangling, implemented data analysis projects in an agile way through the entire lifecycle with a focus on study design and stakeholder needs, and communicating orally and in writing to provide authoritative advice or guidance on data analysis results. To qualify for the GS-14 level, you must have at least 1 year of specialized experience equivalent to the GS-13 level in the federal service or obtained in either the public or private sectors performing duties such as: working with teams to develop data products and definitions, consult with diverse stakeholders, use analysis tools to design and implement data analyses, and demonstrate experience translating data analyses into meaningful, easily communications. This also requires experience to work across silos to successfully deliver quantifiable impact, demonstrate you've led and advised leadership on data wrangling, implemented data analysis projects in an agile way through the entire lifecycle with a focus on study design and stakeholder needs, and that you are recognized as an expert on communicating data analysis results. Selective placement factor: A competency/KSAs or special qualification without which a candidate could not perform the duties of a position in a satisfactory manner. Selective factors are applied in addition to minimum qualifications. Applicants who do not meet a selective factor are ineligible for further consideration. In addition to meeting the specialized experience requirements. Applicants must certify their demonstrated ability working in data governance and data integration within statistical frameworks or platforms supporting immigration operations or policy, trade, emergency management, counter terrorism, law enforcement, or counter drug operations. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
