This is a non-supervisory, bargaining unit position.

Duties
The Product Management Division contributes to the mission of the Copyright Office "promotes creativity and free expression" by maintaining legacy data processing systems that support the Copyright Office's core functions of registering, examining and cataloging copyright submissions, deposits and documents, and providing information on copyrighted material to the general public. PMD also provides leadership to the Copyright Office in the development and adoption of new technological solutions. Designated the Enterprise Copyright System (ECS), this new system will, upon completion, allow the Office to process work more productively, efficiently, and at a lower cost while opening up the process for electronic commerce and submissions that will provide large additional benefits to the general public.
Qualifications
Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.
Ability to manage special projects and conduct management studies and reviews.**
Ability to analyze programs and develop program plans.**
Ability to analyze organizational and operational problems and develop solutions.**
Ability to work within a systems development life cycle (SDLC) using Agile methodology to analyze organizational and business needs.**
Ability to communicate in writing.
Ability to support the operations of a business by overseeing and/or participating in digital testing activities.
Ability to evaluate and monitor contracts.
Ability to communicate effectively other than in writing.
