Duties

Incumbent serves as the Director for the installation¿s Substance Abuse Counseling Center (SACC), Substance Abuse Program (SAP), Marine and Family Programs, Marine Corps Community Services. Independently oversees day-to-day operations of the SACC that encompasses mission, function, operation, activity, laws, rules and regulations authorized and funded by the Marine Corps. Responsible for programming and related services; supervision of financial, personnel and property resources; planning, implementation of services, execution of associated initiatives, and operation of facilities. Directs technical and administrative work involving SAP functions and activities supporting the management of the Marine Corps SAP at the installation. Resource planning, programming, budgeting, execution, and monitoring activities required by this position involve direct contact with Headquarters Marine Corps (HQMC) functional proponents, other behavioral health programs, and state and local community program professionals. Assesses program operations and monitors progress toward organizational goals.Identifies problems, determines accuracy and relevance of information and uses sound judgment to generate and evaluate alternatives. Stays current with evidence-based and evidence-informed practices, metrics, tools and techniques related to the specialty area or program to make program improvements. Organizes work, sets priorities and determines resource requirements. Coordinates with other programs or work areas to accomplish goals. Monitors progress and evaluates outcomes of operations, activities and events. Develops minimum standards to govern the local program, policy, procedures and resources. Maintains effective working relationships with Command and installation specific programs, local, state, and federal organizations, legal and medical agencies. Directly addresses matters involving: difficult technical problems, application of new or questionable techniques and methods, and decisions that require further clarification with the higher level supervisor. Explains regulatory requirements relevant to problem situations. establishes and monitors outcome measures for in-house and higher headquarters levels; develops data bases in alignment with System Of Records Notice, revises and implements professional service plans, business plans, and standard operating procedures in accordance with accreditation standards; DoD and Federal Law; reviews data provided in reports of special actions for the installation; formulates strategic plans for command use in deterrence activities; briefs senior commanders; directs budget priorities for the SAP, reviews statistical data to modify program goals, and briefs reports to command and HQMC. Coordinates inter-departmental in-service training; evaluates scope of practice to ensure compliance with policy; evaluates training opportunities for all staff and clients; develops and evaluates orientation activities; adheres to the counseling/social work and other applicable Code of Ethics; evaluates professional development activities. Establishes cooperative agreements among various service and treatment providers. Instructs in proper non-medical counseling techniques for staff and interns.May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours (to include evenings and/or weekends as necessary).

Qualifications

Required Degree: Must possess a master¿s degree from a college or university with a program nationally accredited in: social work or psychology, marriage and family therapy, licensed professional counselor, or in a related behavioral health field. Required Licensure: Highest licensure by a State or National regulatory board that authorizes independent clinical practice that is current, valid, unrestricted and in good standing in at least one of the following: clinical social work, licensed marriage and family therapist, licensed professional counselor, or clinical psychologist that meet the DoD requirements. Must provide a photocopy of licensure with their application. Required Experience: Tier III must have engaged in at least two years post licensure, that includes at least 2,000 hours post licensure or 4,000 hours post graduate degree, full-time clinical experience in a clinical setting. Two of these years must include documented post-licensure clinical experience in substance use disorder treatment. Must have at least 2 years of post-licensure experience as a clinical supervisor of professional clinical providers. Required Certification: Certification in substance abuse (Alcohol and Drug Counselor II or state equivalent) is required at time of hire. Must have expert knowledge of the Marine Corps SAP, and other related program concepts, principles, techniques, practices, laws, regulations, policies, and precedents is essential to enable the manager to plan, organize, administer, coordinate, and evaluate subject programs as well as other behavioral risk program elements for which responsibility is assigned. Expert knowledge of Marine Corps substance abuse policies, directives and regulations. Ability to make complex decisions or recommendations significantly changing, interpreting, or developing important public policies or programs. Knowledge of the Marine Corps program/budgetary goals and objectives to determine how they affect the program/budgets of the other military departments and other Federal agencies. Expert knowledge and understanding of the Marine Corps, DOD and Federal budget process, including knowledge of the Congressional budget process. Expert knowledge of Quality of Life programs within the Marine Corps and related program policies, procedures, and regulations to serve as the installation subject matter expert. Must have the skill to plan, organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations on management, budgetary, staffing or operations, where the proposals involve substantial resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied. Will be required to obtain a clearance at the Tier 3 level to satisfy IT Level II designation access and enter information to the Alcohol and Drug Management Information Tracking System (ADMITS), if access is to ADMITS is required to fulfill the requirements of this position. Appointment and continued employment is subject to a favorable adjudication of the security investigation. In accordance with SECNAVINST 1754.8, will be required to obtain a tier III credential and clinical privilege by submitting an application to the HQMC credential and review board. Official offer is contingent upon receiving credential and privilege. May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours (to include weekends as necessary). Performs other duties as assigned. NOTE: This position is identified as a Test Designated Position (TDP). The incumbent is subject to random drug testing because duties must be performed with a high level of productivity, reliability and judgment to prevent adversely affecting personnel safety, and causing risk/damage to government property, and/or significant adverse impact to day-to-day operations. This position may eligible occasional for telework, as determined by local level policy. This
