Qualifications
MINUMUM QUALIFICATIONSRequired Degree: Must possess a master's degree in social work or psychology; or in a related behavioral health field (marriage and family therapy, counseling) from an accredited program. Required Licensure: Must be licensed at the independent practitioner level. Required Experience: Must have a minimum of four years post-license professional experience with at least one year of experience as a supervisor of professional clinical providers with an emphasis in substance abuse/addiction services or with co-occurring disorders. Required Certification: Certified substance abuse counselor (Alcohol and Drug Counselor II, International Certification & Reciprocity Consortium substance abuse counselor certification, or state equivalent) required. Expert knowledge of Marine Corps substance abuse policies, directives and regulations. Make recommendations significantly changing or developing programs. Knowledge of the SACC budgetary goals and objectives. Comprehensive knowledge and understanding of the Marine Corps Order 5300, USMC model and continuum of care.Expert knowledge of substance misuse issues within the Marine Corps and related program policies, procedures, and regulations to serve as an installation subject matter expert is highly preferred. Skill to plan, organize, and direct both internal and interdisciplinary clinical team meetings and to communicate effectively with management and command toward understanding and utilization of SACC services. Expert knowledge of the concepts, principles, procedures, and practices relating to substance misuse and substance use disorders within an active duty population and evidence based counseling techniques. Ability to provide expert clinical supervision of subordinates individually and in group settings. Ability to teach therapeutic techniques in prevention and intervention for substance use disorders to subordinates. Skill and ability to apply this knowledge to difficult and complex work assignments, and in the development of new methods, approaches, and treatment procedures. Ability to review and evaluate a wide range of training aids and materials. Expert skill and ability to review and analyze client's bio-psychosocial history to develop comprehensive treatment and continuing care plan. Must be able to properly document interview findings and diagnoses. Ability to assess the needs of the clients, counsel clients in recognition of their substance use and misuse, and recommend techniques and goals during the treatment phase. Ability to present higher level command briefings, court testimonies, and conduct liaison, in-service, etc. Ability and skill to prepare accurate written case documentation involving multiple treatment goals and more complex cases, general correspondence, congressional correspondence, and staff papers.This position is designated as a Position of Trust, and the incumbent must be suitable for employment and eligible for a background check. Due to the nature of work in this position, the incumbent may serve in an "on call" duty status outside of normal work hours that includes: remaining in a reasonable call back radius, carrying a cell phone or pager, or regularly checking email to respond to emergencies; remaining in a state of readiness to perform work with limitations on pursuing outside leisure activities, and/or reporting to a designated post of duty to be ready to or to perform work.
