These positions are located within the Management Support Branch, Servicing and Asset Management Office (SAMO), Business Center - Operations Office, Rural Development (RD), United States Department of Agriculture (USDA).
The incumbent serves as a management and program analyst, with responsibility for conducting studies and projects that impact all the SAMO Divisions.
Duties
Independently develops analytical methods and study procedures, deviating from accepted practices as required by each study.
Studies directives, regulations, and other pertinent material and observes working processes.
Evaluates new or revised regulatory and program guidance and rulings and provides guidance on implementation.
Designs quality review plan(s) and testing reports that correspond to business initiatives and processes.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience, as defined below.
SPECIALIZED EXPERIENCE: For the GS- 12 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-11); or its non-Federal equivalent that demonstrates knowledge and experience of in all of the following areas: Experience in analysis of program procedures to evaluate effectiveness and recommend corrective action and/or improvement. Experience in monitoring and coordinating system modifications and enhancements as well as researching any production issues. Experience in reviewing varied and complex programs and management processes. Designs and conducts studies in support of policy and procedural recommendation and/or changes related to annual goals and long-range plans. Tracks, monitors, and evaluates results; and is responsible for a variety of special projects and reporting requirements associated with loan servicing.
There is no education substitution for the GS-12 grade level.
