These job openings are in the Bureau for Humanitarian Assistance (BHA), Humanitarian Business and Management Operations at the U.S. Agency for International Development (USAID).
Duties
Oversees the management of IT projects with high complexity or risk, such as agency-wide system integrations that include large-scale enterprise resource planning.
Evaluates client information systems needs to ensure the project scope, requirements, and deliverables are addressed by the contract project manager.
Ensures cost-benefit studies are designed to implement projects with the most efficient use of human capital and material resources at the lowest cost.
Reviews vendor work products to ensure the accuracy and completeness of the deliverables.
In concert with contractor project managers, plans and develops long-range objectives and milestones for IT projects
Develops long range objectives and milestones for IT projects that involve substantive, mission-oriented programs, such as projects implementing enterprise-level applications and/or changes to IT infrastructure.
Requirements

- Must be able to obtain and maintain a security clearance.

Qualifications
Basic Requirements:
Experience demonstrating each of the following competencies: 1-attention to detail-through when performing work and conscientious about attending to detail, 2-customer service-works with clients and customers to assess needs, provide information or assistance, and resolve their problems or satisfy their expectations, 3-oral communication-express information to individuals or groups effectively, 4-problem solving- identifies problems, determines accuracy of information, uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In additional to the basic requirements above, applicants must meet the specialized experience identified below:
Specialized Experience:
GS-14: You need at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. Specialized experience refers to full-time work, while part-time roles are considered on a prorated basis. Qualifying specialized experience includes:
(a) Providing intellectual leadership and focus to initiate complex dialogue on information technology services and/or IT procurement matters
(b) Directing highly complex evaluative studies to assess and improve organization-wide information technology solutions and/or IT procurement processes and/or management systems.
(c) Identifying, analyzing, and providing IT solutions to problems regarding either staffing, budget, programs, or operations.
(d) Serving in a leadership role for IT program, service, and project management.
(e) Experience developing, documenting, and implementing standardized process.
Please note that qualifying specialized work experience may have been gained through a variety of activities, including residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other foreign work experience. Volunteer work provides training and experience that can translate directly to paid employment. Qualifying experience, including volunteer experience, that aligns with the duties of this position will be considered.
Education
