As a FEB Program Specialist GS-0301-11/12, you will be part of Center for Federal Executive Boards (FEBs). FEBs consist of 26 boards across four regions, forming a vital network of federal agencies and executive leaders nationwide. They bring federal initiatives and opportunities directly to local communities and unite the 85% of federal employees who live and work outside of Washington D.C. The FEBs play a leading role in enhancing government efficiency and encouraging community engagement.

Duties

The responsibilities encompass implementing Administration priorities, disseminating emergency information, providing leadership and career training, addressing workforce priorities, and realizing cost savings through resource sharing. Each Board unites the most senior government officials in their region, driving the coordination of services and resources across agencies to effectively serve our communities.

Qualifications

For the GS-11 Grade Level, you must meet at least one requirement below: A. One year of specialized experience which is equivalent in difficulty and complexity to the GS-09 grade level in the Federal Service (obtained in either the private or public sector) performing all of the following: Formulating written products to express information to individuals or groups effectively considering the audience and nature of the information (e.g., technical, sensitive, controversial); Participating in conducting analyses and reviews of programs, projects, pilots, systems, or operations. Assisting with identifying problem areas and developing alternatives and recommending based on study findings to the supervisor. B. Education: Ph.D. or equivalent doctoral degree or completed at least three full academic years of progressively higher-level graduate education leading to a Ph.D. or LL.M. if related, or equivalent doctoral degree in computer science or a related field that includes programming, database management, mathematics, Web design and networking, or a directly related field of study which demonstrates the knowledge, skills, and abilities required by this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be determined from the school, 18 semester hours should be considered as equivalent to 1 year of full-time study. OR C. Combination of Education and Experience: You may qualify for this position if you have a combination of the education described in "A" above and specialized experience described in "B" above such that the percentage of required experience plus the percentage of required education equals 100%. (To calculate, first determine your total number of graduate semester hours, and divide that number by 18. Next, divide the total number of months of qualifying experience by 12. Then, add your percentage of education and experience. The two percentages must total at least 100% for you to qualify based on your combination of education and experience.) Only graduate education in excess of two years (i.e., 36 semester hours or above the master's level) may be combined with experience. For the GS-12 Grade Level, you must have at least one full year (12 months) of specialized human resources work experience equivalent in difficulty and complexity to the GS-11 grade level or pay band in the Federal service. Specialized experience is defined as experience in or directly related to the work of the position to be filled. Examples of qualifying experience are as follows: Formulating written products to express information to individuals or groups effectively considering the audience and nature of the information (e.g., technical, sensitive, controversial); Participating in conducting analyses and reviews of programs, projects, pilots, systems, and operations. Assisting with identifying problem areas and developing alternatives and recommending based on study findings. Interpreting findings and developing recommendations for improving operational and programmatic problems; Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-09 grade level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 grade level is required to meet the time-in-grade requirements for the GS-12 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
