The position is located within the Human Resource and Training Service, Office of Resource Management, Office of Construction & Facilities Management, Office of Acquisition, Logistics, and Construction, Office of the Secretary, Department of Veterans Affairs, in Washington D.C. The HRTS division coordinates human resources actions for all CFM employees with VA's Human Resource (HR) providers to facilitate HR Services. It also oversees the professional training and development for CFM employee.
Duties
The incumbent serves as a member of the Human Resource Liaison (HRL) team, with responsibility for developing, administering, coordinating and overseeing key office programs, and managing resources in support of those programs. The major duties and responsibilities include, but are not limited to:
Providing for the overall administrative HR management for the organization.
Providing guidance and assistance to all levels of supervisors and management on basic personnel management practices, with emphasis on employee-management relationships.
Developing and advising on administrative requirements for a large, complex organization with remote field locations and employees.
Identifying and analyzing the work programs within the organization to make informed recommendations on new or revised staffing structures and/or processes.
Conducting or participating in studies to evaluate recruitment and classification policies and procedures concerning CFM positions.
Providing overall advice and assistance on management-employee relations, discipline, adverse actions, grievances, performance management and recognition, employee counseling, and related functions.
Advising and assisting employees, managers, and supervisors on grievance procedures and appropriate options for proper resolution of conflicts or problems.
Providing expert advice and guidance to managers on performance management systems.
Ensuring the office adheres to reporting requirements at all levels.
Providing advice and guidance on the VA Bargaining Union Master Agreement (AFGE). and on provisions of the non-bargaining merit promotion plan.
Organizing special committees, workshops, or other gatherings to identify training priorities and needs.
Identifying and determining formal and informal training priorities for career development.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower GS-12 grade level does not guarantee promotion to the full performance level GS-13.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For the GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade [e.g., within-grade increase, promotion with an effective date more than one year old, or SF-50s at the highest grade held with an effective date more than a year old [NOTE: General Adjustment, FEGLI, Awards, Data Change, Change in Tenure, are examples of SF50s that do not support TIG].

You may qualify based on your experience as described below:
Specialized Experience GS-12/13: Applicants must have at least one (1) full year of specialized experience that equipped them with the knowledge, skills, and abilities to perform the duties of this position at the GS-12/13 grade level. This experience must have been equivalent to at least the GS-14 level in Federal service. The specialized experience must demonstrate one year of full-time work experience, or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience). Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Examples of specialized experience would typically include but are not limited to: working within a complex, multi-layered organization providing customer service, problem solving, communication and attention to detail; assisting in providing HR and administrative related policy guidance to staff, managers, and supervisors; assisting in conducting audits for various programs and projects [e.g., recruitment, classification, etc.]; conducting data analysis, planning, and evaluation; working on and implementing special projects and initiatives to meet organizational/leadership goals. [NOTE: Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will also need to provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level].

Physical Requirements: The work demands periods of intense concentration in planning, analyzing, coordination, and execution. It is primarily sedentary with some slight physical efforts required.
