This position is located within the Management Support Branch, Servicing and Asset Management Office (SAMO), Business Center - Operations Office, Rural Development (RD), United States Department of Agriculture (USDA).
The incumbent serves as a management and program analyst, with responsibility for conducting studies and projects that impact all the SAMO Divisions.
Duties
Prepares documents for management officials to be used in discussions with members of Congress, high-level officials of other Federal and state agencies, special interest groups and the public.
Research issues, gathers data, and compiles and completed analysis on multiple data sets.
Studies directives, regulations, and other pertinent material and observes working processes.
Provides reports as necessary in narrative or graphic form.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience, as defined below.
SPECIALIZED EXPERIENCE: For the GS- 13 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-12); or its non-Federal equivalent that demonstrates knowledge and experience of in all of the following areas: Experience in analysis of program procedures to evaluate effectiveness and recommend corrective action and/or improvement. Experience in monitoring and coordinating system modifications and enhancements as well as researching any production issues. Experience in reviewing varied and complex programs and interactions with senior officials. Knowledge conducting quality reviews that measure organizational performance quality, identifying errors and suggesting ways to eliminate them. Knowledge conducting time studies and using pertinent data in recommending and or compiling time study analysis.
There is no education substitution for the GS-13 grade level.
