This position is located in the Office of Administrative Services (OAS), Office of Human Resources (OHR).
The ideal candidate can handle multiple tasks and is service oriented, technically proficient, professional in all interactions, and possesses exceptional communication skills to produce high-quality written work products and deliverables. We are looking for a senior-level specialist, who is fully proficient in the above, with an expert command of Title 5 requirements.
Duties
The Management Analyst (HR Policy) serves as the technical authority for HR policy within the USITC. The primary tasks include the following:

Qualifications

BASIC REQUIREMENT
To qualify at the GS-14 level, you must have one-year of specialized experience equivalent to the GS-13 obtained in the federal or private sector which demonstrates the following:
Drafting, developing and maintaining policy governing a broad range of HR programs and services addressing the needs and challenges of an organization (preferably in a Title 5 environment).
Providing advisory services on issues requiring substantial human resources policy interpretation by evaluating policy and legislation and monitoring the effect that these policies have on the mission of an organization.
Conducting research and fact finding to develop position and issue papers on HR matters of critical importance to an organization.
Maintaining relationships with leaders, managers, employees and officials on matters related to the organization's role in implementing human resources policies in support of the mission.
Application of written and oral communication techniques sufficient to develop and deliver presentations briefings, training, reports, and correspondence to senior leadership, management, peers and employees to foster understanding and acceptance of policy recommendations.
Facilitation of ongoing training and formalized instruction to ensure policies are communicated, monitored and enforced.
Experience refers to paid and unpaid experience, including volunteer work done through national service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
While there is no education requirement for this position, the ideal and most successful candidate should possess a professional body of knowledge related to this position. This would typically be obtained by possession of a Bachelor's degree or higher in the fields of human resources, labor relations, business administration with an emphasis on human resource subjects, or other related education. A copy of your transcript(s) is appreciated to maximize your evaluation in this area.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
