WHAT IS THE Human Capital Office DIVISION?

Vacancies will be filled in the following specialty areas: Human Capital Office of Human Resource Strategy Human Capital Data Management and Technology.
The following are the duties of this position at the full working level.
The employee ensures that the design, development, testing, implementation and integration of automated programs and services support the strategic Human Capital mission of the IRS. The work includes developing solutions to integration/interoperability issues; designing, developing, and managing Human Capital security systems that meet current and future business requirements, and applying or extending, enhancing or optimizing the existing architecture; managing assigned projects; communicating complex technical requirements to non-technical personnel and preparing and presenting briefings to senior management officials on complex/controversial issues.
Specific assignments include work such as the following:
- Managing Human Capital Internet and systems development projects from design to support
- Integrating current stand-alone products with new Human Capital systems
- Providing Contracting Officer's Technical Representative (COTR) services in the acquisition of vendor- developed systems and products and additional vendor support services
- Evaluating the effectiveness of installed Human Capital systems and services
- Providing advice on and devising solutions to a wide range of Human Capital issues
- Providing consultation services to various Human Capital divisions in the development of technological solutions.
- Preparing and implementing metrics for measuring policy and process effectiveness
- Formulating a vision for future Internet services to meet Human Capital missions
- Developing business plans to align Internet services with business requirements
- Performing other related duties as assigned
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement
SPECIALIZED EXPERIENCE: GS-13 SPECIALIZED EXPERIENCE: You must have at least one (1) year of specialized experience equivalent to the GS-12 level in the Federal government including: Experience applying a wide range of advanced human resources (HR) or other business standards, regulations, concepts, and practices. Experience with the design of new automated systems (i.e., Robotics, Machine Learning, Artificial Intelligence); knowledge of software (i.e., SQL, Visual Basic, Java Scrip, etc.) and automation development life cycle methodologies to plan, design, develop, test, integrate, and deploy business systems. Experience creating, developing, and managing information using Microsoft Power Apps. Experience following project management principles, utilizing research, fact-finding, and evaluative techniques to perform extensive troubleshooting and research of systemic analysis to develop, find, and resolve major business or HR specific functions, processes, issues and problems. Experience using robotics software or other digital technology capabilities to improve HR or general business processes that deliver operational efficiencies, conduct technical presentations, ensure accuracy of business requirements, and data retrieval. Experience preparing written guidelines to communicate and share knowledge of integrated human resource or other systems with new automated solutions and providing expert technical advice, guidance, and recommendations to business and technical stakeholders (i.e., HR customers, IT experts, and management) on issues/problems in the areas of digital/application software development and internet browser technologies
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
