The position serves as the Staff Director and Senior Economist for the Regulatory and Grant Economics Division in the Research, Data, and Innovation Office of Industry Data and Economic Analysis, Federal Railroad Administration (FRA). The position leads a division of economists who engage in regulatory impact analysis (RIA) and coordinate regulatory rulemaking for the Nation’s railroads. The division also provides benefit cost analysis (BCA) for railroad development grant proposals.

Qualifications
To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.To qualify for the GS-15, you must have at least one year of experience equal or equivalent to the GS-14, it must include:
Experience with leading research studies related to the economic impact and policy analysis of potential regulatory rulemaking.
Experience designing economic studies to present to top agency/organization officials for approval.
Experience reviewing surveys and conducting research studies related to the economic impact and policy analysis of potential regulatory rulemaking.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Economics - Knowledge of economic policy, principles, and practices, market and non-market values, and the analysis and reporting of economic data.
Cost-Benefit Analysis - Knowledge of the principles and methods of cost-benefit analysis, including the time value of money, present value concepts, and quantifying tangible and intangible benefit.
Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
Writing - Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.

Education
Basic Requirements

Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR
-
Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
