This position reports directly to the South Texas Veterans Health Care System (STVHCS) Deputy Associate Director for Patient Care Services (DADPCS) and serves as the Supervisory Health System Specialist and Chief of Administrative Operations for all administrative operations, strategic planning, and health system management within the Office of the DADPCS.

Duties

Administrative and Management Duties: The incumbent serves as the Health System Specialist for Nursing Service at STVHCS and must function independently with little or no supervision. Responsible for all administrative functions related to the operation of Nursing Service. The incumbent must be fully and specifically knowledgeable of healthcare systems operations and procedures and must be cognizant of active issues in the healthcare system. This responsibility includes coordinating relationships throughout the STVHCS, the VISN and Nursing Services throughout VISN 17. Supervisory and Personnel Management: Supervises of all Nursing Service administrative support staff and oversight of all administrative Support functions. Directs the personnel management program, performing or overseeing the full range of human resources requirements. Performs the full range of personnel management and administration for such as recruitment and hiring, performance issues, disciplinary actions, Family Leave and Medical Act (FMLA) requests, updating position descriptions and functional statements, processing awards and recognitions for staff. Resource Management: Continuously monitors the effectiveness and quality of support services to Nursing Service and requests services or repair as needed. Performs specialized tasks such as Administrative Investigations, and miscellaneous audits. Provides advice to management and program personnel on budgetary and finance issues. Manages budget formulation and execution for a changing budget of administrative expenses involving different funding sources. Analyzes Federal budget calls, reviewing guidelines and instructions. Briefs managers of schedules and data requirements. Participates with Service Chiefs and managers in reviewing office needs, plans, and goals to develop budget data and justification for review and approval. Project Management: The Health Systems Specialist ensures that specifications and statements of work are prepared in a manner which adequately describes the Government's requirements without restricting competition. Advises technical personnel as to inadequate, ambiguous or vague specifications to avoid Government liability. Performs a complete review of recommended sole-source requirements and conducts necessary market analysis to test the noncompetitive assumptions of requisitions. Prepares required findings and sufficiently documents determinations in this regard. ADPAC and Training Liaison: Serves in the following capacities for Nursing Service: ADPAC, Safety Officer, Staff Development Officer, Communications Officer, HRMS liaison, Data Management Service liaison, and Financial Officer. Responsible for providing safety training to all Nursing Administrative staff during orientation, present monthly safety topic at Nursing Service staff meeting, and to provide and document ongoing and annual safety training. Coordinates and manages Nursing Service staff training needs to include topics at Administrative Meetings and Talent Management System (TMS) online training. Work Schedule: Monday-Friday, 0630-1500 compressed work schedule Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Individual Occupational Requirement: Must possess an undergraduate or graduate level degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (TRANSCRIPTS REQUIRED), OR Must possess progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: 1) Missions, organizations, programs, and requirements of health care delivery systems; 2) Regulations and standards of various regulatory and credentialing groups; and 3)Government wide, agency; and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. AND You must qualify based on your experience and/or education as described below: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Supervisory Health System Specialist. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants would have obtained this experience working within a health care setting, working directly with clinicians and other administrators to solve problems in support of the delivery of patient care; and experience leading an administrative component of a health care credentialing and privileging program. OR Education: Successfully completed a Ph.D., equivalent doctoral degree, three (3) full years of progressively higher level graduate education leading to such a degree, Or LL.M in the related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained in an accredited college, or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR Combination: Combinations of successfully completed graduate level education (beyond a master's degree) and specialized experience as described above to meet total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
