This position is located in the Department of Homeland Security (DHS), Office of the Under Secretary for Management, Office of the Chief Information Officer (OCIO). The primary purpose of this position is to serve as a Section Chief for overall project and program management for the Executive Leadership Support Section management and operational support initiatives for assigned systems as assigned by the Special Missions Branch Chief. Non-BU: This is a non-bargaining unit position.

Duties

As a Supervisory Information Technology Specialist, GS-2210-15, your typical work assignments may include: Serving as a senior subject matter expert and principal Information Technology (IT) Specialist with continuing responsibility within the enterprise to develop, modify, promulgate and advise on ITSO management policy, directives, doctrine, and related guidance governing the methods, procedures, practices, techniques and approaches for the management of OCIO enterprise information systems, networks, facilities. Assigning work (both technical and administrative) to a group of specialists in the performance of work related to the strategic planning, capital planning and execution of program goals, ensuring the confidentiality, integrity, and availability of systems, networks, and data through the planning, analysis, development, implementation, maintenance, and enhancement of information systems programs, policies, procedures, and tools. Qualifications

INDIVIDUAL OCCUPATIONAL REQUIREMENT This position has an Individual Occupational Requirement that must be met prior to meeting the specialized experience. Applicants must possess IT-related experience demonstrating each of the four (4) competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. SPECIALIZED EXPERIENCE You qualify for the GS-15 grade level if you possess one (1) year of specialized experience equivalent to the GS-14 grade level in Federal service or equivalent private/public sector experience. For this position, specialized experience is defined as: Developing, planning, coordinating, or managing the day-to-day office operations related to an IT security program. Overseeing a team of IT professionals while tracking an IT related program's quality of performance. Performing a Post Implementation Review or Operational Analysis on a program in Operations or another IT related field. Implementing and/or maintaining effective IT security performance measures to ensure that reviews are conducted in compliance with established policies, standards, and regulations. Using extensive written communication, i.e. briefs, memos, emails, and spreadsheets to manage stakeholder relations (including contractual and supplier relationships). NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
