You will serve as a PROGRAM MANAGER for SURFCOMSYSTRNCMD DAHLGREN.

Duties

You will manage fleet integration of surface combat systems and serve as technical authority to engineers during the design and developmental process. You will provide information and guidance on training organization equipment/systems that are developed for Aegis and Ballistic Missile Defense (BMD) ships. You will work with contracting as a subject matter expert responsible for monitoring, reporting, and providing information on contractor performance for associated projects. You will assess proposed training systems and develop solutions to unique training system design and operations problems. You will oversee and coordinate projects working across departmental lines of authority, assign tasks to group members, review work, resolve conflicts, and provide reports and proposals. You will manage task analysis for curriculum development work that may involve unconventional procedures and require the development of solutions where no precedents exist.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing the execution of complex programs involving management of cost, schedule, performance and technical aspects, analysis principles and practices that require the ability to interpret, select and extend precedents or guides relating to overall program objectives; 2) Performing life-cycle cost analyses and training assessments on the integration of ship combat systems capabilities in support of Program Objective Memorandum (POM) issue development; 3) Conducting Business Case Analysis (BCA) and evaluating programmatic models to determine best (efficient, economical, functional, etc.) methods to modernize existing Missile Defense/Warfare courses of instruction, and develop new courses of instruction; and 4) Providing technical direction, advice, review, and evaluation of contractor work in developing engineering analysis and curriculum materials.
