The incumbent functions as the Administrative Officer for Nursing Service and provides the administrative support for the Chief Nurses who serve as Nursing Service Line Leaders. He/She provides the administrative leadership in full support of the mission, goals, and objectives of the VA Northern California Health Care System (V ANCHCS).

Duties

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Duties include but are not limited to: The incumbent is responsible for analyzing the administrative workflow and problems to establish and develop operational procedures to ensure proper functioning of all organizational components of the Service. He/She must recommend changes in policy and procedures, is responsible for compliance with congressional legislation, VHA directives, and/or local system ·policy relying on personal knowledge to coordinate necessary changes with the total organizational and operational functions of the system. He/She is also responsible for establishing and maintaining necessary controls to supply system management with desired information for effective financial management. Additionally, evaluates the organization, grouping, and assignment of duties and responsibilities among Service positions and workgroups. Plans, monitors and executes and has oversight for the annual budget for six fund control points. The budget includes expenditures for Patient Education (FCP 136), HBPC (FCP 162), Nursing and SPD Education (FCP 190), Patient Education Software (FCP 193), Nursing Registry (FCP 296), Nurse Recruiter (FCP 5122) with a budget that exceeds $3 million. The Administrative Officer Identifies the appropriate staff to serve as purchase card holders and ensures all purchase card holders receive the required training and audits the use of purchase cards for all assigned FCP/GPF's. The incumbent prepares and submits to the Chief Nurses, quarterly Management Improvement Program briefing reports which outline the status of short and long-range service objectives applicable to the Service, including equipment utilization and needs with thorough justification, space needs and recommendations, and personnel management issues including disciplinary/adverse actions and status of training. This position requires coordinating and integrating work activities with organizational elements at all levels within the system. In performance of duties, the incumbent must be in constant contact with employees of other services and sections. In addition, he/she is in frequent direct contact with the clinical and administrative service Chief Nurses, veteran service officers, physicians, nurses, other profession staff members, and the general public. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/27/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized knowledge of the basic principles and practices related to the management of health care delivery systems and the ability to apply this knowledge to solve the unique problems arising in the VHA health care delivery system, Ability to complete assigned projects, studies, narrative and statistical reports and reviews in a thorough, accurate and timely manner, Ability to locate and interpret all applicable regulations to make sound decisions, using good judgment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related leading to such a degree in a major field of study related to the work of the position which provided the knowledge, skills, and abilities necessary to perform the duties of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond masters degree. [Note: To combine education and experience, first determine how much of the qualifying experience and education you have, as a percentage of what is required for each. Add the percentages together, and if the total is 100% or more, then the combined education and experience is qualifying for the position. EXAMPLE: To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of education beyond the first 18 semester hours (i.e. beyond the first year) by 18. Add the two percentages together. Examples of specialized experience would typically include, but are not limited to: Knowledge of health benefits management and administration practices, principles and techniques and have experience in the planning, implementation and coordination of such systems, Detailed, intensive knowledge of policies, precedents, goals, objectives, regulations, and guidelines for budget formulation, and/or budget execution sufficient to analyze and evaluate continual changes in program plans and funding and their effect on financial and budget program milestones; and analyze financial and budgetary relationships to develop recommendations for financial and/or budgetary actions under these types of conditions and time pressures uncertainty due to short and rapidly changing program and financial/budgetary deadlines and objectives in order to meet VHA healthcare access requirements and an inability to fully predict medical emergencies, Thorough knowledge of all aspects of health administration programs and knowledge of how they interrelate to all other medical center services and programs, The incumbent must demonstrate exceptional oral and writing communication skills for speaking in front of internal and external groups, writing policies, procedures, memoranda, and training materials (This experience must be well documented in your resume.) Physical Requirements: The work is mostly sedentary, but may involve some walking, bending and occasional lifting of up to 20 pounds.
